RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, Deputy City Attorney John Duval, and Interim City Clerk Tammi Pusheck met on Monday, December 20,
2021, and the following summarizes the discussions that began at 7:47 a.m.
12/21/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces,
whether you are vaccinated or not. Spanish interpretation will not be available.
Staff confirmed the planned order and timing for Item # 21 ‐ First Reading of Ordinance No. 121, 2021,
Involuntarily Designating the Moore Property, 528 West Mountain Avenue, Fort Collins, Colorado, as a
Fort Collins Landmark Pursuant to Chapter 14 of the Code of the City of Fort Collins
o Staff presentation: 10‐minutes
o Applicant’s: 20‐minutes
o Homeowner’s: 20‐minutes
o Public Comment will take place for approximately 1‐hour total.
6‐Month Calendar:
Add to unscheduled calendar a follow‐up work session to review the current layout of Boards &
Commissions recruitment process and the possibility of combining some Boards & Commissions for
efficiency purposes.

Interim City Clerk Pusheck:
Asked to confirm next steps for determining the summer schedule for 2022 Council Meetings based on
previous interest in pausing scheduled Council meetings on Tuesday evenings to participate in and
complete work in other areas of Council interest. The recommendation is to cancel the July 19, July 26,
August 2, and August 9, 2022, sessions. This cancelation does not affect the scheduled meetings for all
other boards, commissions, and committees those should go on as planned. Further discussion will take
place during Council business at an upcoming meeting.
Deputy City Manager Stannert:
Noted that Councilmembers received a recruitment timeline with important dates for Council
participation highlighted for awareness. LPT discussed that a “HOLD” that was placed on
Councilmembers calendars for March 9 – 11, 2022is in anticipation of City Manager finalist interviews.
An updated invitation will be sent when more details are known following the January 24 Ad Hoc City
Manager Selection Process Committee meeting.
Addressed the previous suggestion of holding a joint meeting with Larimer County Commissioners.
Potential topics of interest for the joint meeting include:
o East Mulberry annexation
o Creating a joint Recovery Plan
o Air Quality Monitoring
o Transit Infrastructure
o Housing
Deputy City Attorney Duval:
Noted he would be filling in for City Attorney Daggett while she was on vacation for the next two weeks
and is available for Council consultation as needed.
Interim City Manager DiMartino:
Noted that the Land Use Code Diagnostic Report would be included in either this Thursday’s or next
week’s Council packet. Due to the complexity of the materials, it was suggested scheduling one‐on‐one
or two‐on‐two meetings to answer questions Councilmembers might have in advance of the February
work session.
Participated in a large group Zoom meeting that included many of our regional partners, staff from local
non‐profit organizations, and Community Foundation regarding the State ARPA funding. Currently being
discussed are nine specific proposals. Noted a natatorium was now being considered at The Ranch,
which is already part of their adopted master plan, but is believed to have an operating model built‐in so
it would just need the capital funds, which makes it an attractive project. Also worth noting is the State

heard feedback about January being an unrealistic deadline to having requests submitted so the January
deadline is now off the table and a new deadline will be established and is anticipated being late Spring
to early Summer timeline to get everything submitted. Summary email will be forthcoming.
Met with Steve Adams and Linda Hoffman from Larimer County regarding coordination on the opioid
settlement process and structure of who would be voting members of the governing body and the
structure of how the funds will be allocated.
Inquired about holding LPT next week, December 27, 2021. Decision was reached to cancel the meeting, and
revisit if a need arises over the week.
Mayor Pro Tem Francis:
Thanked staff for all the effort that went into coordinating Board & Commissions interviews.
Noted pop‐up dog parks project, to get people out and about in the community. Suggested a memo
related to this topic.
Mayor Arndt:
In response to the possibility of pop‐up dog parks, the Mayor noted she has spoken with Animal Friends
Alliance regarding the idea of roaming pop‐up dog parks across the city and suggested they might make
a great partner/sponsor for this project.
Noted meeting with the Boxelder Sanitation District staff in a meet and greet session.
