RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, December 6, 2021,
and the following summarizes the discussions that began at 8:00 a.m.
12/7/2021 Special Meeting:
Summary agenda items for this meeting were reviewed.
Public participation on the single item for discussion for this meeting (motion to go into executive session)
will be live in Council Chambers. This Special Meeting was called to consider going into Executive Session
to provide the compensation market analysis for Council’s direct employees – City Manager, City Attorney,
and Chief Judge.
12/7/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces,
whether you are vaccinated or not. Spanish interpretation will not be available.
It was noted that Jamie Heckman would be providing more detail regarding the organization and
process for documenting dollar figures in the resolutions (Item #25, #26, and #27) related to setting the
salaries for the City Attorney and Chief Judge, as well as setting the compensation and terms of
employment of the Interim City Manager.

12/14/2021 – Order of business will be as follows:
1) Broadband Work Session
2) Stormwater Utility Overview
12/21/82021 – 528 W. Mountain Avenue – Involuntary City Landmark Designation
Discussed planned hearing process and allocation of time for the scheduled Landmark Designation
hearing on December 21. Item will open with a brief staff report, followed by presentations of up to 20‐
minutes for each the homeowner and the applicant group. The time allocation for public comment will
be confirmed based on number of attendees, though not intended to exceed 1‐hour. Council will seek
any clarification needed, ask any questions, and then deliberate on criteria for designation following
presentations and public comment.
For perspective, staff has been asked to provide an estimate of the number of residential home
properties that would be eligible for landmark designation.
Deputy City Manager Stannert:
Highlighted the upcoming 2022 Summer schedule possibilities that include taking a pause regarding
Tuesday evening meetings. Individual Councilmembers will be asked for input regarding the various
options available. More to come once dates have been finalized. It should be noted that although
Council will not be holding regular and work session meetings the Council Committees will continue to
meet regularly. Cancellation of any regular meetings is done by motion by Council.
The Vine & Lemay Avenue project is on track with realignment and intersection improvements. While
the entire project will not be completed until spring, the BNSF Railway overpass is ahead of schedule
and will be car ready by next weekend. The City will issue a press release this week and find ways to
celebrate and highlight access to the new crossing., An official ceremony is planned for Spring of 2022
once the full project has been completed.
Highlighted a memo from Thursday’s packet which explained updated Development Review and
Building Permit fees taking effect on 1/1/2022. During discussion, it was mentioned that it would be
helpful to know what the cumulative impact of increasing fees in addition to this increase and include an
inventory of recent fee increases ((ex. Universal Building Code fees and Water Rates).
Hiring Updates:
LPT thanked Tammi Pusheck (Interim City Clerk) and Zoe Shark (Interim Natural Areas Director) for their
leadership during time of transition. Both recruitments have recently been completed, and new City
Clerk and Natural Areas Director will each start on 1/10/2022. The work these interim leaders have

done has been and continues to be invaluable to this organization and the Leadership Team is very
grateful to have both Tammi and Zoe as partners.
o City Clerk: Anissa Hollingshead, comes to Fort Collins from the City of Greely where she is
currently the City Clerk. Anissa previously led the City of Rochester as the city clerk and
communications director. Prior, she worked with the City of Minneapolis for nearly a decade,
first as the council committee coordinator and then as the communications and outreach
manager. She started her career in public administration as assistant to the mayor for the City of
Columbus in Mississippi. Hollingshead earned a Master of Public Affairs with a concentration in
Public Leadership and Engagement from the University of Minnesota. She holds a bachelor’s
degree in Political Science and Business from the Mississippi University for Women. She is a
certified election and registration administrator.
o Natural Areas Director: Katie Donahue, comes to us from the U.S. Forest Service where she
manages 650,000 acres of national forest lands in the northern Front Range of Colorado. Areas
of focus include conservation and forest management, wildfire management and a wide range
of outdoor recreation opportunities. Katie has proven ability to build strong teams and to
create partnerships inside and outside the government. Strong skills in program management
and analysis, community relations, coalition building, and innovation. Experience working
directly with elected officials to improve lands management for the public.
Sr. Coordinator, Public Engagement (Boards & Commissions): This position was advertised, and
applicants interviewed, however qualified individuals declined offers made. Moving forward this
position will be reevaluated, assessed, and eventually reposted. Many thanks to Tammi Pusheck,
Megan Barela, and Sarah Kane for their efforts on this process.
Update regarding memo related to the EOA (Equity Opportunity Assessment). It was a contextual
update that came out of the work from the Ad Hoc Council Housing Committee which the committee
wanted to bring forward to update all Councilmembers. Also, noted was the progress being made on
the Strategic Housing Dashboard.
Interim City Manager DiMartino:
Noted that meetings and conversations have taken place with our Regional Town Managers related to
ARPA (American Rescue Plan Act) and how those funds should be distributed. The conversation and
decisions moving forward is a rapidly evolving situation and more updates will be forthcoming.
Noted a proposal to have a staff designee rather than a Council designee on the Poudre Heritage
Alliance Board. If Councilmembers have questions or concerns they should contact Kelly DiMartino. If
no concerns, official action will be brought to Council for approval in January 2022.
Good News: The Lincoln Center and the Fort Collins Museum of Discovery were both named “Readers’
Choice 2021 Best of NOCO” by NOCO Style Lifestyle Magazine.

Mayor Pro Tem Francis:
Attended the PFA (Poudre Fire Authority) graduation. Congratulations to the newest members of PFA!
Thirteen PFA recruits graduated from the 21‐2 Front Range Fire Consortium Academy on Saturday, Dec.
4, 2021. The class had 32 recruits from nine different fire departments.
Noted the interview process related to annual recruitment for Boards & Commissions is challenging due
to the number and timing of interviews for Councilmembers and expressed interest in reviewing current
schedules and procedures for the future recruitment cycles.
Mayor Arndt:
Attended the Symposium 2021: Science in the Age of Misinformation held December 1st and 2nd at The
Denver Museum of Nature & Science. The symposium focused on the flood of misinformation and how
it shapes public perception and policy decisions.
At the end of the meeting there was discussion about shifting the start time of Leadership Planning Team
meetings going forward. It was agreed that the regular meeting time will shift from 7:30 to 7:45 a.m. going
forward.
