RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, November 29,
2021, and the following summarizes the discussions that began at 7:31 a.m.
11/30/2021 Special Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be an in‐person meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available, live, in Council Chambers. It is required in Larimer County
to wear a mask indoors or in indoor public spaces, whether you are vaccinated or not. Spanish
interpretation will not be available.
The purpose of the special meeting will be to conduct the annual reviews of Council’s direct report
employees.
6‐Month Calendar:
No updates to the planning calendar.
City Attorney Daggett:
Confirmed that staff from the Attorney General’s office will be available on 12/7/2021 to give a
presentation regarding the Opioid Settlement. The presentation is slated to take place after the City
Manager’s Agenda Review.

Mayor Pro Tem Francis:
Requested an update on transportation projects that are candidates for Federal funding based on
conversations started during a recent City visit to Washington DC.
In response to a memo provided in the November 18, 2021, Mail Packet (Housing Strategic Plan
Implementation: Equity and Opportunity Assessment), MPT Francis requested additional information
from staff on the next steps coming specifically to Council. DCM Stannert will seek additional
information to share at next week’s LPT meeting to ensure expectations on next steps are clear.
Mayor Arndt:
Noted multiple external deadlines approaching related to City opportunities, and complimented staff on
the Bloomberg Harvard Leadership Program application to participate in either the Collaboration Track
(focused on regional collaboration) or Data Track (focused on innovative approaches for data use). Also
acknowledged the work of staff for the upcoming State application for recovery funding, as discussed at
last week’s Work Session.
Noted she will participate this week in the 2021 Symposium: Science in the Age of Misinformation. An
exploration of truth, trust of scientific authority, the media, and the fate of evidence‐based thinking in a
world of infinite information.
Raised possibility of scheduling a recess of Council meetings this summer with the intent of allowing
Council and staff an opportunity to focus on non‐meeting initiatives. Asked the City Manager to identify
potential options for a break, balancing time demands of the 4th of July holiday, Councilmember's
calendar commitments, and key items needing to be scheduled for work sessions and regular meetings.
