RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Deputy City Clerk Heather Walls met on Monday, November 22, 2021,
and the following summarizes the discussions that began at 7:30 a.m.
11/23/2021 Work Session
Summary agenda items for this meeting were reviewed.
With the adoption of Resolution 2021‐074, the Work Session will be conducted at City Hall, with individual
Councilmembers having the option to participate remotely. Work Sessions do not provide an opportunity
for public participation. The meeting will be broadcast on FCTV and available via the Zoom platform.
Note: Following the conclusion of LPT, it was confirmed that the November 23 Work Session will
be completely remote and not conducted at City Hall.
The agenda will be amended to add an item to discuss State ARPA Funding Applications. Staff will be
updating Council on State funding opportunities which were identified last week. Due to the aggressive
timeline, preliminary proposals are due by December 13, 2021, the Interim City Manager proposed adding
a work session tomorrow evening.
11/30/21 Special Meeting
The purpose of the special meeting will be to conduct the annual reviews of Council’s direct report
employees.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces, whether
vaccinated or not.
12/7 /21 Special Meeting
This Council meeting is called to provide compensation market analysis needed by Council to set
compensation for the Council's three direct employees.

12/7/2021 Regular Meeting
Item #10 ‐ Butterfly House Agreement ‐ Staff will provide a memo to answer Council questions raised
during first reading to clarify details of the agreement.
6‐Month Calendar:
No updates to the planning calendar.
Deputy City Manager Stannert:
Staff attended meetings with members of the Downtown Development Authority (DDA) last week to share
information and respond to questions related to the use of 212 W Mountain as a temporary winter shelter
The location is scheduled to be open within the next two weeks, and staff from Sustainability Services,
Police Services, and partners with Outreach Fort Collins will continue to reach out for feedback and
updates with the businesses in the vicinity of the location.
Traverse Park located at 775 Greenfields Drive opened over the weekend. A short video about the history

Interim City Manager DiMartino:
Applications for National League of Cities committees are due by November 29. Councilmembers who
wish to apply to be on any NLC committees will need a letter of support. Interested Councilmembers
should contact the City Manager’s office by noon, Wednesday, November 24 due to the holiday.
The Museum of Discovery will be hosting a Mobile Vaccination Clinic for both adults and children on
November 27 and December 18. Larimer County representatives will be available to answer questions
and the museum will provide vaccine related activities for children. More information, including how to

Mayor Pro Tem Francis:
Confirmed her intent to apply for an NLC committee.
Inquired how a customer resolves issues with Connexion if they are experiencing any interruption of
service or lagging speed. Customers are encouraged to reach out to Technical Support at 970‐207‐7873
or support@fcconnexion.com.

Mayor Arndt:
Suggested contacting Platte River Power Authority (PRPA) related to ARPA funding options. A potential
project of community interest includes existing transmission towers that need to be replaced. PRPA is
currently costing out what it would take to put these lines underground which if done would be at the
City’s cost.
Spoke with a reporter inquiring if a vaccine mandate has been under discussion by City Leaders and ‐‐ the
Mayor confirmed it was not. Based on the contact it is anticipated that a story about vaccine mandates
will be published during the Thanksgiving weekend.
Confirmed all city offices will be closed on Friday, November 26.
Attended a community leader meeting related to creating a task force to combat anti‐Semitism. Meetings
will be quarterly, and the city will have a staff representative participate.
