RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Assistant City Manager
Tyler Marr, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, November 15,
2021, and the following summarizes the discussions that began at 7:35 a.m.
11/16/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces,
whether you are vaccinated or not. Spanish interpretation will be available.
Item # 8 Items Relating to 2022 Utility Rates, Fees, and Charges- Read Before Memo requested
regarding the actual charges vs the Water Supply Requirement Fee.
Item # 19 Resolution 2021-105 Adopting the 2021 Civic Center Master Plan. - City Manager pulled from
Consent and moved to Discussion.

No Updates to current calendar.
Assistant City Manager Marr:
Noted Collective Bargaining is going well and is looking forward to the upcoming Council discussion.
Noted that President Biden’s infrastructure bill is expected to be signed today and that the City will learn
shortly of how monies will be distributed. The decentralized approach for allocation and oversight of
the infrastructure funds will be handled by the State, via direct application, and via our Federal partners
in a coordinated manner.

City Attorney Daggett:
Noted that Nina Bodenhamer and Sarah Kane were assisting in setting up some new practices related to
invitations and tickets for various types of events the City receives notice of.
Reported that representatives from the Attorney General’s Office will be available for a Staff Report
about the recent Opioid Settlement at the December 7, 2021, meeting. Specifics regarding scheduling
still to come.
Noted that the U.S. Court of Appeals for the Fifth Circuit has granted a motion to stay OSHA's COVID‐19
Vaccination and Testing Emergency Temporary Standard, and that in response to this OSHA has
suspended its order until the litigation has completed.
Interim City Manager DiMartino:
Noted there would be a press release going out today related to the City moving forward with
arrangements for the purchase of Hughes Stadium Land.
Stated that the Broadband GLDS Billing System will be deployed on 12/14/2021. The Billing system
team has been working diligently to ensure the system deployment is seamless.
Noted staff is reviewing schedules in hopes of moving up the Respectful Workplace Training currently
scheduled for February 2022. Ideally this would be completed in December 2021 or January 2022.
Mayor Arndt:
Noted that she has received a request to honor Mike McCarthy, an art teacher at Lopez Elementary
School that initiated the Larimer County’s Empty Bowls program fundraiser that represents those who
don’t have enough to eat.
Noted that some in the community are frustrated with not being able to reach City staff. Reminded
everyone to please ensure voicemails are up to date and if working remotely to please forward office
phones to cell phones. Other ideas are also be considered, such as a central information line or point of
contact, in hopes of alleviating frustration and providing excellent customer service.
Acknowledged how difficult it is working within a hybrid environment where some meetings are in‐
person and others are virtual. Suggested there be an understanding that meetings only go to :55 of the
hour instead of to the top of the hour to allow proper transitioning to the next meeting.
Received feedback regarding the upcoming possible 2022 summer hiatus and that the preferred dates
would be the second week in July through the second week in August.
Noted the great opportunity of going on a drive around the city to see the various cleaning programs
around the City. Thanked Jim Pierce for the great experience and insight!
