Background and Discussion: The County organized GID No.15 in 1997. In 2009, the City annexed Phase 3 of the Southwest Enclave Annexation. The area annexed included the entire Skyview South GID No.15, which is included below at Exhibit 1. Since the annexation involved the entire improvement district, GID No.15 became a City-operated district and City Council acts as the ex officio board of directors of the district. The City committed to providing the same levels of minor road maintenance that the County was previously performing. This is true in all of the SW Annexation for local roads; in addition, there are collector roads that serve critical facilities for which the City has taken over major maintenance. These include Skyway Drive and Constellation Drive which serve this neighborhood and received City-funded asphalt overlays in 2013 and 2014. The Skyview subdivision in the area north of Skyway Drive does not receive major maintenance from the City. The City has performed minor maintenance (typically a surface treatment like a chip seal) in this area. The Aurora Hills subdivision is the section of homes just south of Skyway Drive and includes the streets Polaris Dr and Aurora Way. These homeowners are assessed the same 10 mills as property owners in the Skyview South subdivision and receive the same benefits. We have verified this in tax records dating back to 2000. We have also been in contact with members of the Skyview Homeowners Association. They are not asking the City to dissolve the GID and recognize that it is a sustainable funding source to complete major maintenance on their streets. The HOA president and other HOA board members are copied on this memo for information. The streets are now in condition which will allow the GID to accumulate funds slowly in preparation for the next round of improvements when needed. The City is willing to advise the homeowners on the procedures to dissolve the GID if asked. However, right now there is broad agreement in the neighborhood to continue the GID. Residents should be aware that we would not recommend dissolving the GID since the roads will deteriorate over time with only minor maintenance from the City.
