Box 580 Fort Collins, CO 80522.0580 970.416.2740 970.224.6134- fax fcgov.com Planning, Development & Transportation Services MEMORANDUM DATE: October 29, 2021 TO: Mayor and City Council THRU: Kelly DiMartino, Interim City Manager Kyle Stannert, Deputy City Manager Affordable Housing Executive Team1 Caryn Champion, Director of Planning, Development and Transportation Paul Sizemore, Community Development and Neighborhoods Service Director FROM: Marcy Yoder, Neighborhood Services Manager Meaghan Overton, Housing Manager RE: October 26, 2021, Work Session Summary Housing Strategic Plan Implementation: Occupancy and Rental Programming The purpose of this item was to seek Council feedback on implementation progress for three interrelated Housing Strategic Plan (HSP) strategies: Rental licensing/registration (Strategy 20), Occupancy ordinance revisions (Strategy 21), and Small Landlord Incentives (Strategy 26). This update included an overview of previous Council direction, a summary of Housing Strategic Plan Alignment (why), findings from Demographic and Market Analysis (who), summary of Peer Cities Research (what), and an outline of a Proposed Roadmap for implementation (when and how). All Councilmembers were present. Feedback Overall: Several Councilmembers supported the proposed next step of community engagement in early 2022 with landlords and property management companies; renters, neighborhood groups, and HOAs; and other key stakeholders. The goal of this engagement will be to co-create program design for a pilot (voluntary) rental licensing program. Prior to initiating a pilot program, a future Council work session to share engagement results and details for the pilot program will be scheduled. Specific Feedback Several Councilmembers supported further exploration of the initiatives underway, with acknowledgement that there are many questions and concerns to address for each of the three strategies. Another view expressed was that the City should not move forward with further exploration of these strategies, and that the occupancy ordinance should be maintained in its current form. Encouragement to consider impacts to landlords as a critical part of the Occupancy and Rental Programming work, and a desire to carefully identify the appropriate level of regulation. Suggestion to bring forward both licensing and occupancy changes at the same time. Suggestion to consider increasing the number of inspections completed in each year to accelerate the full implementation of a rental licensing program. Support for aligning policy and program development with data and best practices. Encouragement to keep affordability in mind for both landlords and tenants while addressing health and safety for people who rent their homes.
