RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Shirley Peel, Deputy City Manager Kyle Stannert, City Attorney
Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, November 8, 2021, and the following
summarizes the discussions that began at 7:31 a.m.
11/09/2021 Work Session Meeting:
Summary agenda items for this meeting were reviewed.
Under Resolution 2021‐074, the Work Session was planned to be conducted at City Hall, with individual
Councilmembers having the option to participate remotely. All Councilmembers have provided notice
that they will participate remotely for this Work Session. Work Sessions do not provide an opportunity for
public participation. The meeting will be broadcast on FCTV and available via the Zoom platform.
Regarding item # 3: Boards and Commissions‐Interview Process
Staff was asked to seek clarification during the discussion regarding this item to get actionable input from
Councilmembers, particularly considering the upcoming interviewing and appointment process.
11/16/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces,
whether you are vaccinated or not. Spanish interpretation will be available through item # 25 regarding
second reading for the Fiscal Year 2022 Annual Appropriations.
An update is requested for item # 14, First Reading Appropriating Reserves for the Purchase of the
Condominiums in the Civic Center Parking Structure. Please include Donors’ names in executive
summaries for items so they appear in the Summary Agenda, unless specifically requested to be
anonymous. There was also a question about how the City is leveraging donations to advance City
priorities.

Item # 18: Resolution Adopting the 2021 Civic Center Master Plan. It was noted that sending materials
on November 10, 2021, may not allow sufficient time for Councilmembers to review in depth before
meeting which may require a schedule adjustment not yet scoped. It was also noted that Sarah Kane
will be sending reference materials via email in addition to hard copies being made available to those
who wish hard copies. The language in the executive summary about hard copies may need to be
updated.
Item # 24: Resolution Adopting the City’s 2022 Legislative Policy Agenda. There was discussion about
whether this item should be scheduled as a Consent Calendar item or a discussion item. There were no
objections to leaving the item on Consent, subject to confirming the Mayor had no concerns. [In follow
up, it was confirmed that the item will be presented as a Consent item.]
6‐Month Calendar:
Noted that a decision needs to be made regarding December 7, 2021, meeting on whether Council
member’s schedules can accommodate an early start to conduct an Executive Session prior to the start
of the regular meeting. The planned Executive Session is related to the presentation of the
compensation market analysis for the Council’s direct reports, City Manager, City Attorney, Municipal
Judge.
Opioid Settlement item added to December 7, 2021. It was noted that staff will work to put together a
Staff Report to provide background for the public about the opioid settlements, including exploring the
possibility of having a representative from the Attorney General’s office attend meeting to answer
questions.
Noted that there is an interest in planning a joint work session with the Larimer County commissioners
to discuss the East Mulberry Plan and other projects for collaboration – this is likely to be a March Work
Session
February 8, 2021, Amanda King is exploring alternative dates for the STATE OF THE CITY ADDRESS ‐‐ the
Lincoln Center t has a major previous engagement that conflicts with the original date.
Deputy City Manager Stannert:
Noted that Council’s Respectful Workplace Training is in the process of being scheduled, and potential
dates are being identified with Council by Sarah Kane. The hope is to have this scheduled and
completed by the end of this year (2021).
CPS HR, an outside consultant retained to assist with appraisals for appointed staff, is meeting with
individual Councilmembers this week to gather input.
Noted that the Gratitude Pay approved by Council (2021‐095) was distributed on Friday, November 5,
2021. The final numbers for this pay are as follows:

o City Staff: $3,348,454
o PFA Staff: $416,646
o Library Staff: $105,566
Indicated that Ginny Sawyer is currently working on draft policies related to outdoor dining. She is
working in coordination with others on City staff and a professional design group in anticipation of
arriving at a policy proposal addressing the concerns of all parties involved with regards to outdoor
dining space and parking capacity, with a goal of presenting this for consideration by Council in March
2022. Staff is aware of potential questions and feedback on the ongoing approaches granted in
response to COVID‐19 until additional policy considerations are in place.
Gave an update related to the Linden Street Renovation: The City, the Downtown Development
Authority (DDA), Ditesco, and KCI Construction have been actively refining the plans to better
accommodate stakeholder feedback related to space activation along Linden Street. In addition, we
have been working on a construction phasing plan to construct the improvements safely and efficiently
while still providing access to businesses on Linden Street, Firehouse Alley, and neighboring streets. As
in the first phase of construction, we plan to make pedestrian access to businesses a high priority during
this phase as well. Construction is tentatively set to begin in January of 2022.
City Attorney Daggett:
Noted the Ethics Review Board will meet next Monday (11/15/2021) to explore policy topics of interest,
including clarifying how Council’s outside employment may create certain conflicts of interest and what
constitutes a “personal interest.” The Ethics Board will likely meet several times to work through issues.
Councilmember Peel:
Requested a status update with regards to the temporary mobile cell towers.
Noted that since NLC opportunities have been canceled from time to time there may be ways to create
other opportunities for Councilmembers to find examples of policy approaches in other communities,
such as a trip to Utah to visit the Daybreak community that is described as a 15‐minute community.
Staff can research possible opportunities and Councilmembers are encouraged to bring forth their ideas,
as well.
Mayor Pro Tem Francis:
Noted the Downtown lighting that took place Friday, November 5, 2021, was great and had received
comments from residents on how beautiful it looks in Old Town.

Had the wonderful opportunity to attend one of the street mural painting projects. Was happy to see it
was located at an intersection, near a school in hopes of bringing attention to higher traffic areas.
Noted she has received some feedback about staff accessibility from members of the public and
regulated community. There was discussion about how a balance must be kept in mind as it relates to
our world class customer service goal while navigating staffing issues and changing approaches and
expectations.
