RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, November 1, 2021,
and the following summarizes the discussions that began at 7:30 a.m.
11/02/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces,
whether you are vaccinated or not. Spanish interpretation will be available.
6‐Month Calendar:
Added Executive session to December 7, 2021, work session. The work session will be an approximately
30‐minute session that will enable Teresa Roche to present the compensation market analysis for the
Council’s direct reports, City Manager, City Attorney, Municipal Judge.
Interim City Clerk Pusheck:
Noted that Council should expect Mary Kopco from the Fort Collins Symphony along with Jim McDonald,
Cultural Services Director to speak during public comment on 11/02/2021, to update and thank Council
for ongoing support.

Deputy City Manager Stannert:
Attended the Bloomberg Harvard City Leadership Initiative all last week. Appreciated the opportunity to
join Caryn Champine as representatives of the organization in the program, which is sponsored by
Bloomberg Philanthropies and was established to equip mayors and senior city officials with leadership
skills and management tools to tackle their cities’ complex challenges and improve people’s quality of
life.
City Attorney Daggett:
Noted that the City Attorney’s office is currently interviewing Administrative candidates for positions
that have recently been vacated.
Interim City Manager DiMartino:
Mentioned that the posting for the new Utilities Executive Director closed this past weekend and as of
Friday there were 45 applications. Reenforced that finding a replacement is a top priority moving
forward.
Noted participation, last Thursday and Friday, in a Connexion Strat Op meeting which demarked a reset
with new leadership.
Meeting with Pat Ferrier from the Coloradoan today regarding a story being written about the City’s
goals related to the Northern Colorado Regional Airport.
Mayor Pro Tem Francis:
Noted that there is still uncertainty involving which unfunded budget items affect the City’s 2030
climate goals. Discussed the memo that was included in last Thursday’s packet and whether that
needed supplementation. It was noted that staff will be prepared to answer questions at tomorrow’s
Council meeting and respond to specific councilmembers regarding what was still needed.
Mentioned that enforcement of the sign code as a complaint‐based system may have an impact on the
focus of enforcement in the community. Suggested data showing the volume and location of complaints
would help with evaluation of this. Additional information regarding acceptance of assistance from
neighborhood mediation being utilized may suggest opportunities for improvement. It was noted that
a memo about enforcement programs will be generated explaining how the City may accomplish a
deeper level of analysis, as well as documenting present state.

Participated in Small business visit to Edwards House located at 402 W. Mountain Ave., a historic
boutique Inn located just steps away from Old Town Fort Collins.
Mayor Arndt:
Reiterated the need for process and policy documentation regarding 1st Amendment boundaries and a
civility code related to Council proceedings.
Noted that the policy related to accepting event admissions and/or ceremonial roles for
Councilmembers is not clear and would like clarification.
Suggested a reconsideration for the posting of all council emails online when the City already must
adhere to all Colorado Open Records Act (CORA) policies. Expressed concern about the use of #PRIVATE
by members of the public to restrict access to emails on the website..
Noted a planned protest is taking place today (11/01/2021) about the County’s face covering public
health order.
Noted that local representatives in the State Legislature have been soliciting input on potential bills for
the next session, and now have already identified their first five bills to introduce. Emphasized the
importance of continued focus on State‐level requests to maintain a voice in informing the legislative
session and noted that work could begin on ideas and proposals for the 2023 session. Also noted the
continued partnership with CML on the bills they are supporting.
Spent Friday 10/29/2021, with Teresa Roche conferring with City Leaders and community stakeholders
to understand what is most important to them in the search for the next City Manager.
Noted that the lack of staff and inability to acquire staff within various City departments may dictate a
need to consider reducing services or reviewing how the public is served.
Took part in (2) Small business visits and expressed gratitude to the Economic Health team for their
support:
o Pit Liquor Deodorant‐ Makes 100% Natural deodorant.
o Vindeket Foods ‐ non‐profit food rescue that partners with grocery stores, restaurants, and
farms to reduce wasted food.
