Dear Chair Tribby and Board Members:
On behalf of City Council, thank you for providing us with the October 27, 2021 memorandum
regarding “Air Quality Budget Offers - Recommendations” wherein you summarized the
Board’s support for Budget Offers 48.1, 48.3, and 48.13, in addition to other air quality items
discussed at the October 12, 2021 Work Session. Thank you for your views on regional
collaboration as well.
City Council will be voting on the Budget on first reading on Tuesday, November 2, and we
encourage you to view the proceedings online or in person. The participation information will be
posted on https://www.fcgov.com/cityclerk/agendas.php on Thursday evening, October 28. We
greatly appreciate the work of the AQAB which enables us all to enjoy healthy air quality in our
wonderful community.

RE: Air Quality Budget Offers – Recommendations
Dear Mayor and City Council Members.
The Air Quality Advisory Board appreciates that City Council priorities include improving
indoor and outdoor air quality and advancing regional collaboration on “issues that have
impacts and likely solutions at the regional level” including air quality.
We support current air quality budget offers including 48.1 Environmental Services
Leadership ($213,482), 48.3: Air Quality ($451,785) and 48.13: Local and regional air
quality monitoring ($35K).
We support City staff recommendations for additional air quality options which were
discussed at the 10/12/2021 work session: $100K from Option 1 + Option 3 for a total of =
$215K. This includes a dedicated air quality education and outreach position.
We are pleased with the award of $200,000 from the Environmental Protection Agency
(EPA) for indoor air quality with an energy efficiency and an environmental justice focus.
We support City staff efforts to explore regional collaboration with Larimer County and
local municipalities to enhance air quality monitoring and improve air quality. We support
the leveraging of upcoming funding opportunities for the needed infrastructure to
implement regional air quality monitoring.
We recommend that City staff organize an informational meeting for Council with air quality
experts regarding regional monitoring needs and expected outcomes.
