Dear Co-Chair Kevin Krause and Board Members:
On behalf of City Council, thank you for providing us with the October 27, 2021 memorandum
regarding “2022 City Manager’s Budget Recommendation” wherein you summarized the
Board’s recommendation that the Council fund Offers 1.28, 13.8, and 48.13, in addition to the
full City Manager’s Recommended Budget.
As you know, City Council will be voting on the Budget on first reading on November 2 and we

NATURAL RESOURCES ADVISORY BOARD

SUBJECT: 2022 City Manager’s Budget Recommendation
Dear Mayor and Councilmembers,
On October 20, 2021, the Natural Resources Advisory Board reviewed the City Manager’s budget
and the offers which fall under the scope of the Board. The purpose of this memo is to draw your
attention to three critical offers which were indicated as not funded in the City Manager’s original
recommended budget. While our understanding is that these offers have more recently received
support, the board believes it is necessary to highlight them to ensure they are funded in the final
iteration of the budget. They are:
● Offer 1.28: Utilities: Water 1.0 FTE - Contractual Specialist Water Conservation;
● Offer 13.8: Shift Your Ride Travel Options; and
● Offer 48.13: Additional Funding for Air Quality
Offer 1.28 will allow the City to address issues around water conservation and utilization at a
regional and community scale. Offer 13.8 will expand on the work currently implemented under the
Our Climate Future initiatives addressing climate, energy, and waste goals, with particular focus on
the otherwise underrepresented transportation pillar. Offer 48.13 addresses environmental health and
provides information needed to meet emission reduction goals and advance the City’s community’s
equity and resilience objectives.
We support the City Manager’s recommended budget and propose that the offers designated as
supported will remain as such.
