RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, City Attorney Carrie
Daggett, and Interim City Clerk Tammi Pusheck met on Monday, October 25, 2021, and the following summarizes
the discussions that began at 7:30 a.m.
10/26/2021 Work Session Meeting:
Summary agenda items for this meeting were reviewed.
With the adoption of Resolution 2021‐074, the Work Session will be conducted at City Hall, with individual
Councilmembers having the option to participate remotely. Work Sessions do not provide an opportunity
for public participation. The meeting will be broadcast on FCTV and available via the Zoom platform.
11/02/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Wearing masks will be required due to the latest Larimer County Public Health Order that
went into effect on Wednesday, October 20, 2021, at 12:00 PM that states: Face coverings will be worn
in Public Indoor Spaces within Larimer County to control and mitigate the spread of the novel
coronavirus (COVID‐19) to maintain health care capacity in Larimer County. The order requires mask‐
wearing in all public indoor spaces for all individuals 3 years and older regardless of vaccination status.
Spanish interpretation will be available.
6‐Month Calendar:
Noted information outlining the background and purpose of the General Improvement Districts (GIDs) in
preparation for the November 2, 2021, discussion of GID No. 1 and No. 15 will be included in the agenda
materials for those items.

11/9/2021 Possibility of moving “Exploring a Local Graywater Ordinance” to 11/23/2021 so a discussion
item regarding Boards & Commissions appointment process can be added and discussed in anticipation
of upcoming Annual recruitment interviews.
Removed Hughes Stadium Discussion and Broadband Discussion from unscheduled and placed on
11/23/2021.
Interim City Clerk Pusheck:
Noted the new meeting order and procedures adopted on 10/19/2021, by Resolution 2021‐093, would
be in affect beginning 11/2/2021.
Noted that the City Works Graduation would take place in the CIC room on 11/2/2021 and that any
Proclamations scheduled for that evening would need to be moved to 6:00 PM instead of the typical
5:00 PM schedule or if possible, moved to a different evening all together.
Discussed the possible need for an Executive Session or a Special Meeting regarding the 2022 market
analysis for each appointed position.
City Attorney Daggett:
Mentioned a rework of the summary agenda template is in process following the adopted Resolution
2021‐093 on 10/19/2021 because it changed the meeting order and process.
Noted she attended the Colorado Municipal League (CML) Special Conference seminar on October 22‐
23, 2021. This seminar provides expert Colorado‐specific information that is directly relevant to the
daily practice of municipal attorneys in the state.
Interim City Manager DiMartino:
Attended the first asphalt art installation planned in Fort Collins. The first art installation was on
Sunday, Oct. 24, in the Andersonville neighborhood on Romero Street between 9th Street/Lemay
Avenue and 10th Street. The other installations are scheduled for Hickory Street near Soft Gold Park on
Saturday, Oct. 30, and Maple Street near Putnam Elementary School on Monday, Nov. 8.

Noted that Moody’s, a corporation that delivers industry‐leading products and services related to credit
risk management, announced that they had renewed the City of Fort Collins AAA rating.
Stated there was an open violation, from June 2021, regarding Prospect Energy in which the company
would have two years to mitigate any issues. This was mentioned in response to speakers that spoke on
the topic of Air Quality and Prospect Energy pollution in Fort Collins at the 10/19/2021 regular Council
meeting.
Requested additional time to fully document unanticipated consequences with regards to removing NO
PARKING signs from the downtown area. Indicated a memo would be forthcoming that includes details
of current situation, as well as offers several alternatives to removal.
Noted that a memo would be forthcoming addressing recent public requests related to veterans in Fort
Collins and outlining the City’s efforts to serve and include veterans in lieu of creating a new
Board/Commission.
Mayor Pro Tem Francis:
Suggested crafting a public/local school proclamation thanking all schools and teachers for everything
they contribute to our community. Staff will work with PSD to create appropriate proclamation.
Requested a list of 2022 unfunded budget items that may potentially compromise the City’s 2030
climate goals. Staff will resend memo from previous Thursday packet, as well as confirm details of the
previous memo.
Mayor Arndt:
Noted that her trip to Washington D.C. this week along with, Tyler Marr and Kelly DiMartino, to visit
with all three members of our federal delegation, the USDOT, Forest Service and others was great,
valuable, and worthwhile.
Stated that the Asphalt Art done on October 24, 2021, was GREAT!
