RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, October 18, 2021,
and the following summarizes the discussions that began at 7:31 a.m.
10/19/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Wearing masks will be optional for those who have been vaccinated. Spanish
interpretation will not be available.
Item 15: Items Related to the Establishment of 1041 Regulations
Mayor Arndt expressed gratitude to staff for including additional outreach to Boards and Commissions
since first reading, in addition to providing options for the Council to consider. She observed that the 3
Boards and Commissions who expressed support for any of the options, all three were supportive of
Option 3. The Interim City Manager also noted that the AIS includes a list of identified projects in the
region that may be impacted by potential adoption of ordinance 122, 2021
Item 16: Items Relating to Updated Council Meeting Rules and Procedures
City Attorney noted that while there will not be a formal presentation, staff will provide a brief overview
of changes made based on feedback at first reading.
Item 17: Resolution 2021-099 Approving First Amendment to Agreement to Secure Public Benefits for the
Northfield Development
City Attorney noted that the developer and lender have agreed to increase the term of affordability for
the affordable units in this project from 20 years to 30 years. (It was confirmed after the meeting that
the documents were updated before publication and no additional changes are needed to reflect this.

6‐Month Calendar:
Mayor Pro Tem Francis asked that staff provide more information to all of Council about the General
Improvement District process and why the Council meets separately as a GID governing board. Staff will
provide this information in connection with the GID items on November 2, 2021, and November 16,
2021.
Deputy City Manager Stannert:
Noted during the Quarterly Service Area meeting the Vine/Lemay intersection realignment project was
discussed and is on track to be substantially completed on‐time for traffic by December 2021. Final
efforts, including finishing landscaping, will be completed Spring 2022.
Participated in a Library Park neighborhood feedback meeting last Thursday (10/14/2021). Neighbors
expressed concerns for lack of action being taken. Staff will continue to review the terms of the City’s
settlement agreement with Mennonite Fellowship for the locker program.
City Attorney Daggett:
Noted staff is working to review and evaluate options for updates to the “Reasonable Accommodation
Process” and will follow up with a memo to Council providing background and an update about options.
With that information Council may want a work session on the issue, depending on what options may
merit discussion.
Interim City Manager DiMartino:
Noted Tom Gonzales, Larimer County Public Health Director had reinstated the county’s indoor mask
mandate stating: “The Larimer County Department of Health and Environment (LCDHE) has issued a
public health order requiring that face coverings be worn in all public indoor spaces in Larimer County.
The order requires that all persons aged 3 years and older wear face coverings and outlines limited
exceptions, including for individuals who cannot medically tolerate a face covering. The order goes into
effect Wednesday, October 20, 2021, at 12:00 pm.”
o The Wednesday effective date gives staff time to update signage and make all other necessary
adjustments.
Indicated that she would be traveling to Washington D.C. this week along with the Mayor, and
Councilmembers Peel and Canonico to visit with all three members of our federal delegation, the

USDOT, Forest Service and potentially the National League of Cities (NLC). A significant focus of the
visit will be on funding and wildlife recovery.
Offered a huge THANK YOU to all staff that helped with the Great Colorado Air Show that took place
over the weekend at the Norther Colorado Regional Airport.
Mayor Pro Tem Francis:
Requested follow up information on the mail packet memo related to requests for reimbursement for
items that Councilmembers are entitled to, such as home internet service. Councilmembers should
contact Sarah Kane with any questions.
Noted that the HRC (Human Relations Commission) is now accepting nominations for awards that will be
announced December 7, 2021. For more information about the nomination process and/or award

Inquired about the status of recruitment for City Clerk and Utilities Director positions. Staff related that
the City Clerk position should have a resolution by the end of October and the Utilities Director position
posting will be open through the beginning of November.
