RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, October 11, and
the following summarizes the discussions that began at 7:32 a.m.
10/12/2021 Work Session Meeting:
Summary agenda items for this meeting were reviewed.
With the adoption of Resolution 2021‐074, the Work Session will be conducted at City Hall, with
individual Councilmembers having the option to participate remotely. Work Sessions do not provide an
opportunity for public participation. The meeting will be broadcast on FCTV and available via the Zoom
platform.
10/19/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Wearing masks will be optional for those who have been vaccinated. Spanish
interpretation will not be available.
6‐Month Calendar:
In review of the October 19, 2021, Regular meeting, staff noted that the Purchase and Sale Agreement
for City Owned Land at 3620 Kechter Road item has been identified as a discussion item. Based on the
number of items for discussion on the upcoming agenda, LPT agreed to seek clarification from staff if
the item can be moved to Consent.

Interim City Clerk Pusheck:
Noted that there is an upcoming Super Issues Meeting scheduled for Boards and Commissions on
11/17/2021 from 5:30‐7:30. Anticipated topics for the meeting will be Strategic Plan and Recovery Plan
updates.
Noted that Councilmembers were becoming increasingly difficult to hear during Council meetings due to
placement of microphones and wearing of masks. Requested Councilmembers be cognizant of this
difficulty and asked for assistance in speaking directly into the microphone during meetings held in
Council Chambers.
Deputy City Manager Stannert:
Noted that Alyssa Stephens, neighborhood liaison with CDNS, has offered to assist residents of Castle
Ridge neighborhood with understanding the complex process requirements for a quasi‐judicial
development review process and the reasonable accommodation process.
Mentioned that leadership staff at The Lincoln Center within Community Services are working on ways
to best handle large upcoming events related to requests from national shows that staff working directly
with cast members need to have proof of vaccination, a negative COVID test, and always wear a mask.
In response to a follow‐up item raised at last week’s Council meeting, staff will be working on a follow‐up memo
outlining potential regulatory solutions in response to T‐Mobile’s request for a temporary tower. Further, there
were questions about the potential need for funding assistance to move this work forward, but staff does not
anticipate a funding need to address the issue currently.
Indicated there would be a forthcoming memo regarding the request for Council to consider changes to
overnight parking regulations in downtown Fort Collins. The memo will include considerations related
policy considerations for lifting overnight parking restrictions and to clarify next steps. The need for a
possible work session was also expressed.
o Staff were asked to reach out to Heather Vesgaard, Executive Director of Partners Mentoring
Youth, regarding research previously done and presented to Council.
Announced that many staff, ELT members, Councilmembers and others attended the Fort Collins Police
Services inaugural graduation for its first Police Academy.
o Ten cadets graduated during the ceremony, received their badges, and were sworn in as
officers. The commencement marked the end of a 21‐week training program during which
cadets learned, integrated, and successfully demonstrated the skills, mindset, and values
required of police officers in Fort Collins. All cadets are now certified under Colorado P.O.S.T., or
Peace Officer Standards of Training, as required by state law.
Noted staff is drafting a Request for Information (RFI) related to the potential availability of properties f
to convert a hotel, motel, or other vacant building to increase shelter capacity and flexibility for serving

people experiencing homelessness (PEH) and/or for additional extremely low‐income housing options.
This step is strictly information gathering, and to determine if there are potential grant eligible
opportunities to pursue.
Interim City Manager DiMartino:
Noted multiple emails from staff expressing their sincere appreciation to Council for the Gratitude Pay
approved during the 10/05/2021 Council meeting. Staff also mentioned their appreciation to Council for
their ongoing support.
Indicated there was a generous donation in the amount of $193,000 made by the T2G Family
Foundation via City Gives for the purchase of personal protective gear for police services.
Noted that there would be an after‐action review with regards to the sewage leak into Spring Creek at
Edora Park after a construction mishap on Friday. In addition, staff is currently carrying out remediation
work and consulting with public health agencies to ensure timely mitigation of any issues. Staff has
expressed thanks to the resident who reported the incident, as this is a reminder of how we partner
with the community as our eyes and ears within the city.
Mayor Pro Tem Francis:
Requested a comprehensive summary of all budget items funded with ARPA dollars; it was noted this
will be part of staff’s budget work session presentation.
Noted that Planning & Zoning Commission interview follow‐up was in process.
Attended the Hand that Feeds dedication event on October 9, 2021. The Hand that Feeds is a bronze
sculpture near the Streets Facility that celebrates the Hispanic and Mexican people who played a critical
role in Fort Collins’ and Larimer County’s sugar beet history.
Mayor Arndt:
Noted possible additions to Council onboarding materials:
o Process and procedures for Board & Commission appointments
o What constitutes a gift?
o Clarification of items that Council may be entitled to as a City Councilmember, i.e., mileage
reimbursement, home internet stipend, etc. Mid‐term reminder to be sent to Councilmembers.
Requested complete clarity regarding potential impacts of 1041 regulations & related moratorium.
Thanked staff involved with the Library Park Neighborhood issues. Staff continues to go by
neighborhood daily and has made some positive progress. Staff will continue to engage with
neighborhood residents to resolve ongoing issues.
