RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, Interim City Clerk Tammi Pusheck and Deputy City Clerk Heather Walls met
on Monday, October 4, 2021, and the following summarizes the discussions that began at 7:30 a.m.
October 5, 2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
• This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public participation
for the meeting will be available in four ways: in person, by phone, online through Zoom and by email.
Wearing masks will be optional for those who have been vaccinated. Spanish interpretation will be available.
• A request for a proclamation related to Domestic Violence Awareness was received after the agenda was
published and will be heard on October 19.
• Item #13, Wireless Telecommunications Master Plan – Questions have been raised by Councilmembers that
may warrant moving the item from Consent to Discussion. Presuming the item is moved, Mayor Arndt will
suspend the rules to allow it to be moved after the Budget Public Hearing. A read-before will be provided to
Council to provide additional information tomorrow with the intent of clarifying questions that have been
raised.
• Item #17, Land Conservation and Stewardship Board Appointments – The City Clerk will be meeting with City
Attorney Daggett to confirm the appropriate length of the appointment, which currently reads as expiring at
the end of 2025. If required, a revised resolution will be included in the read before packet reflecting the
correct term length.
• Item #19, Meeting Rules and Procedures - City Attorney Daggett indicated the options highlighted in the
resolution and ordinance will require some action by Council when adopting those items, depending on the
policy choices made. While the presentation will be brief, clarification will be provided as needed during the
discussion. Staff is asked to provide information about the comparison research of other cities’ practices on
the issue of removing items from the consent calendar.
• Item #22, Water Use Appeal - Mayor Pro Tem noted the link for the video was not working. City Attorney
Daggett noted this a ‘first of its kind’ appeal to Council and indicated there is work underway to prepare
updates to the Code to provide for more administrative appeals for certain Utilities decisions, in the place of
appeals to Council.
• Deputy City Clerk Heather Walls noted a correction to AIS references to the ordinance number for item
number 12, the Landmark Designation of 201 South Loomis.

6-Month Calendar:
• The 2022 Oil and Gas Updates moved from unscheduled to March 22 to allow staff to gather all necessary
information for Council. Deputy City Manager Stannert indicated a memo will be provided to Council next
week with more details about existing efforts and the work to take place prior to the next Work Session.
Mayor Arndt noted it was important to anticipate and answer previous concerns raised by the community.
• Leadership Planning Team members noted a sentence in the October 12 budget item was outdated and could
be removed.
Deputy City Manager Stannert:
• Noted ongoing vandalism issues at Twin Silo Park. Parks staff has been working to identify alternative means
of enforcement with the current security contractor to address the problem and will be reviewing plans for
additional security features.
• Transfort has had a successful recruitment hiring 4 new operators who are joining the organization, however
additional staff have left the organization, creating a net neutral staffing change. Additional recruitment is
ongoing, and the number of applicants is increasing. In the meantime, route frequency on the MAX line will
be reduced based on feedback from users, that there is more tolerance for adjusted schedules rather than
reducing the areas served.
City Attorney Daggett:
• Noted the presentation about the City’s Futures Committee at CML highlighted how innovative and beneficial
the Committee has been.
• Noted that the Attorney General has provided notice of final negotiation of a statewide Memorandum of
Understanding to be signed by participating local governments throughout Colorado. The hard deadline for
signing the agreement is the beginning of 2022; for coordination purposes the AG is asking jurisdictions to
complete the approval process in November. Staff will review for gaps. A resolution could be scheduled for
November 2 or November 16.
Interim City Manager DiMartino:
• Noted she is welcoming 18 new employees today, 12 of which were promotions so additional openings will
be posted in the future.
• Noted she is meeting with Tom Gonzales, Larimer County Health Director, later today to discuss winter shelter
and segregation for COVID positive visitors.
Mayor Pro Tem Francis:
• Noted the Futures Committee presentation at CML by Sustainability Director, Jackie Kozak-Thiel was excellent
and recognized how other cities face many of the same issues that Fort Collins does.
• Noted the Planning and Zoning Appointment interviews will be conducted simultaneously on Zoom. If there
are questions about the process, Council should refer them to Mayor Pro Tem as Council liaison.

Mayor Arndt:
• Noted Chief Swoboda made an excellent presentation on the City’s partnership with UC Health to create
a Co-Responder program for at a Colorado Municipal League conference last week.
• Noted her meeting with Chief Judge Jill Hueser discussing OJW bill 21-1314 which reduced the municipal
court’s options for dealing with outstanding judgment/warrants. It was noted this item should be
addressed as part of the Legislative Policy Agenda, which the Legislative Policy Committee will be
considering soon.
• Noted that she now meets monthly with Chief Judge Hueser. Leadership Planning Team members then
discussed a proposal by the Mayor to include the Chief Judge in LPT meetings. Interim City Manager
DiMartino will discuss with the Chief Judge.
• Thanked Deputy City Manager Stannert for staff’s efforts to address the ongoing issues at Library Park.
