RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Councilmember Susan Gutowsky, Deputy City Manager Kyle Stannert, City Attorney Carrie
Daggett, and Interim City Clerk Tammi Pusheck met on Monday, September 20, 2021, and the following
summarizes the discussions that began at 7:34 a.m. Councilmember Gutowsky joined the meeting at 7:42 AM.
9/21/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Wearing masks will be optional for those who have been vaccinated. Spanish translation
will be available.
In reference to Item # 22, regarding “Items Related to the Establishment of 1041 Regulations”, the
proposed Ordinance should include and list in detail what categories of projects will be allowed, and
which will be specifically excepted under the new regulations.
An executive session to discuss collective bargaining is planned for the end of the meeting.
6‐Month Calendar:
No changes currently to the 6‐month calendar.
Deputy City Manager Stannert:
Noted that Utilities Customer Connections, has implemented a temporary closure plan for walk‐up
services due to staffing challenges. The change is being communicated to customers and will be
evaluated following the week of September 20‐24, 2021. During the week‐long closure, temporary staff
will be trained in anticipation of supporting a modified schedule supporting walk up customers as soon
as next week.

Recalled previous communications related to the national shortage of bus operators, and the impact
vacancies has had on Transfort operations. To mitigate interruptions to service, Transfort Operations
has outlined a (3) tier service reduction plan. Effective Monday, Sept. 27th, service to routes 11 and
12 will be suspended, replacing it with fixed route support services from our contractor zTrip. Route
16 will run on an hourly basis, rather than on a 30‐minute schedule. Communication is being posted
and sent out on the impacted routes. Further changes may be necessary to reduce trip frequency on
the MAX line if necessary.
o Transfort will continue to work with their HR partners to find multiple ways to recruit and
retain bus operators.
Noted the City Council Ad Hoc City Manager Selection Process Committee will meet tomorrow,
September 21, 2021, at 10:00 AM and a Chair for the committee will be selected.
City Attorney Daggett:
Noted that work is underway on draft Council meeting rules revisions to be considered by Council on
October 5 along with a related ordinance updating Code provisions.
Mayor Arndt:
Reminded staff it is important, as part of our mission, to be all inclusive when conducting city services.
That allowing and accommodating people who have historically been excluded (because of their race,
gender, sexuality, or ability) is a priority for City staff.
