RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Councilmember Julie Pignataro, Interim City Manager Kelly DiMartino, Deputy City Manager
Kyle Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, September
13, 2021, and the following summarizes the discussions that began at 7:31 a.m.
9/14/2021 Work Session Meeting:
Summary agenda items for this meeting were reviewed.
With the adoption of Resolution 2021‐074, the Work Session will be conducted at City Hall, with
individual Councilmembers having the option to participate remotely. Work Sessions do not provide an
opportunity for public participation. The meeting will be broadcast on FCTV and available via the Zoom
platform.
9/21/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Wearing masks will be encouraged. Spanish Interpretation will only be provided through
the budget agenda item.
Noted that there was confusing language used in Items # 12 and # 13 in light of the sequence of events
involved. Staff will be revising language.
o 12) First Reading of Ordinance No. ___, 2021, Making Supplemental Appropriations for the
Purchase of an Electric Street Sweeper and Charging Station
o 13) First Reading of Ordinance No. ___, 2021, Making Supplemental Appropriations for the Debt
Service Payment for the Northern Colorado Drug Task Force Building.
Item #15 related to “Water Supply Requirements and Allotments”, currently on consent, is the subject
of a recent stakeholder letter and may get pulled for discussion.

Item # 16 will be updated to reflect and emphasize the intent of this item is to request a continuance of
the hearing to a later date (continuance date to be determined prior to publication of the agenda).
o First Reading of Ordinance No. ___, 2021, Involuntarily Designating the Moore Property, 528
West Mountain Avenue, Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to Chapter
14 of the Code of the City of Fort Collins
Item # 19 may be moved to 10/5/2021, if staff confirms this is workable.
o Resolution 2021‐___ Appointing One Board Member Selected by the City and One Board
Member Jointly Appointed by the City and Larimer County to the Boxelder Basin Regional
Stormwater Authority Board of Directors
The order of discussion items will be reversed: the “Public Hearing #1 on the 2022 Recommended
Budget for the City of Fort Collins” will be first on the discussion items list with “Items Related to the
Establishment of 1041 Regulations” listed second.
6‐Month Calendar:
10/5/2021 – Ad Hoc Compensation, currently on consent, will be moved to Discussion and the title will
be updated to remove reference to it being an “Ad Hoc” committee. Instead, it will be referred to as
“Compensation Committee” to reflect the suggested ongoing nature of the work. A resolution will be
drafted for consideration that includes a clear statement of the scope of this committee including what
will NOT be included.
10/12/2021 – 2022 Oil and Gas – Approval Processes and Operational Standards will be moved to
unscheduled with the intent of it being rescheduled to the first part of 2022. A memo to Council will be
sent summarizing the status of this item by the end of September.
Interim City Clerk Pusheck:
Confirmed moving forward with an appointment to the Youth Advisory Board on 9/21/2021.
Deputy City Manager Stannert:
Noted, PDT and Environmental Services are proposing that the 10/12/2021 Council work session discussion
regarding Oil and Gas be postponed until there is code ready to review (early 2022). With the recent
adoption of new regional regulations, staff has determined that most of the anticipated content would be a
status update rather than items requiring Council discussion ‐ and that this information would be better
provided in a memo.

City Attorney Daggett:
Noted that she will be working with management staff to propose a date for an executive session to
discuss pending litigation in the next few months.
Relayed that although most of the past campaign finance complaints have been resolved there is at least
one still in progress that is being handled by special outside legal counsel.
Interim City Manager DiMartino:
Noted that a declaration would be issued within the next week to terminate the Voluntary Water Watch
that has been in place since April 29, 2021. The Water Shortage Watch was originally issued to raise
community awareness and lower water demand. These actions have helped mitigate the risk and no
longer need to be in place.
The scheduled 2nd spraying for West Nile virus in the Southeast portion of Fort Collins took place over
the weekend. This will be the last week for monitoring data for the season.
Councilmember Pignataro sitting in for Mayor Pro Tem Francis:
Confirmed forthcoming correspondence related to the Women’s Advisory Board to be sent by staff with
an update on recruitment activities and lack of meeting until the group can achieve a quorum.
Noted that she and Councilmember Gutwosky both attended the La Familia fundraising event Saturday
at Casa Margaritas.
Mayor Arndt:
Noted that there had been discussion whether masks were being required at Boards and Commission
meetings; asked that a memo be sent clarifying the status of requirements.
Noted that she has received inquiries from constituents regarding vaccine mandates for city employees.
Requested a hard copy of both the City Code and the City Charter for any Councilmember that
requested. Councilmember Pignataro indicated she would like a hard copy, as well. Deputy City
Manager Stannert noted that physical copies of the City Code require frequent updates as new
Ordinances are adopted, and encouraged Councilmembers to request assistance with online tools for
reviewing Code prior to having a physical copy ordered.

Invited any Councilmembers to be part of substituting for the Mayor or Mayor Pro Tem during LPT
meetings any time there is a scheduled absence by expressing interest ahead of an anticipated absence.
