Re: August 31, 2021 Work Session Summary: Northeast Fort Collins Planning
and Projects Overview
Introduction
At the August 31, 2021 Work Session, staff presented context and background related
to long-range planning and active projects in northeast Fort Collins, also referred to as
the Mountain Vista Subarea. The presentation by Caryn Champine, Rebecca Everette,
and Theresa Connor included information on the Mountain Vista Subarea Plan and
recently approved development projects; the Master Street Plan, Transit Master Plan
and planned transportation infrastructure; parks, trails and recreational services; and
utility services by the City and other providers.
Council Feedback
Councilmembers thanked staff for the information and generally supported the current
policy guidance and planning for the Mountain Vista Subarea. Discussion included:
Highlighting the opportunity to make progress toward multiple community goals in
this area of the community, including affordable housing, 15-minute communities,
climate action, transportation connections, and transit access.
Support for further implementing the direction of the Mountain Vista Subarea
Plan and other adopted plans through Land Use Code and building code
updates.
Timing of specific transportation improvements, including the intersection of
Mountain Vista and Timberline and the extension of Turnberry to Suniga. Support
for completion of needed improvements as soon as possible
to relieve existing traffic congestion.
The importance of ensuring adequate long-term water supply for future residents
in northeast Fort Collins and for securing water supply prior to construction of
new development.
Emphasis on being responsible stewards and meeting legal obligations to Fort
Collins Utilities ratepayers, and concern about providing City water to entities
outside the Fort Collins Utilities service boundaries.
Next Steps and Conclusion
This work session was primarily informational, and no specific action items or next steps
were identified. However, staff received general guidance that will relate to both long-
range planning and capital projects in northeast Fort Collins. Staff will continue to
actively monitor and identify triggers for transportation improvements, and will keep
water issues in the forefront as development projects are reviewed in this area of the
community.
