Approval of minutes from Previous Meeting
• Minutes were approved unanimously
Overview
• Councilmember Canonico unanimously selected as chair
• Tyler Marr Reviewed how the City of Fort Collins navigates the legislative review
process.
o No contract lobbyist for the past few years (In 2022 City Manager’s
Recommended Budget)
Mayor Arndt recommended we fund this role and elaborated on the
value of having presence at the capitol.
o Honore Depew mentioned the Bill review process (monitoring).
Provided context on how the LRC can update and influence the 2022
Legislative Policy Agenda.
o John Duval provided a review on how the City Attorney’s Office influence
legislative review.
Colorado Communities for Climate Action (CC4CA) Policy Agenda Review
• Lindsay Ex provided an overview of CC4CA
o Fort Collins was a founding member.
o City Staff will come to the LRC at least 2x a year.
o Looking for approval of the policy statement and provide a legislative
update from CC4CA. (Summer)
• Michelle Finchum Covered Policy Statement Process.
• Staff evaluate to ensure alignment with the City’s Legislative Policy Agenda.
o Council Member Shirley Peel – Question on the specific process for Fort
Collins.

• Would the LRC like to make a motion to adopt the 2021-2022 CC4CA Policy
Statement?
o Mayor Jeni Arndt moved to vote.
Committee approved unanimously.
Major Arndt
Update requested on bill from previous session (SB 200) that impacted Platte River
and where that landed. CAO indicated they would follow up.

o Council Member Canonico recommended Monthly meetings

Preference for Wednesday and Thursday
1 Hour meetings recommended
o Council Member Canonico – Question on meetings in Denver (CML
Policy Duo)
Other Business
• Congressionally directed spending update
• Washington DC Trip (Mid-October)
o Fire recovery expected to be a key focus
o Marr noted that immigration, trains, and relationship building have been
recent topics, and that trips have traditionally been viewed as significant
value add to the understanding agency and Congressional staff/members
have of Fort Collins issues, resulting in assistance in key areas.
