RE: Question from 9-7-21 LPT Meeting North Mason Stormwater Project
(Agenda Item 9)
The purpose of this memo is to provide a response to the following issue raised at the
9-7-2021 LPT Meeting City Staff is requesting authorization of the eminent domain
process (if needed) to support the North Mason Stormwater Project, item number 9 on
the September 7, 2021 City Council agenda. Mayor Pro Tem Francis asked about
potential future development north of the project, through current mobile home park
areas.
Response:
This current project / effort has intentionally used Hickory Street as its north limit. The
sustainability campus efforts and other social impacts have kept the focus of the storm
water project and the related Right of Way (ROW) acquisition to the south. This is an
important stand-alone improvement to improve access in this area and support planned
stormwater improvements. Proceeding with this section of Mason provides local
benefits and does not compel or preclude necessary changes to the Mason alignment
to the north.
The only document that shows the Mason alignment through the area in question north
of the project (MSP) on Exhibit 1 below. While the
western portion of the North College Mobile Home Park is proposed for rezoning to the
new Manufactured Housing Community zone district, the eastern portion may remain
commercial/mixed use. Any future redevelopment would consider opportunities to
extend Mason in accordance with the plan.
