RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, September 7, 2021,
and the following summarizes the discussions that began at 7:30 a.m.
9/7/2021 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Spanish translation will not be available. Immediately following the Regular Session there
is a Work Session scheduled to cover the 2021‐2023 Council Priorities. The work session meeting will
move from Council Chambers to the CIC room. The purpose of this work session is to provide a plan to
track and implement Council Priorities and confirm and clarify progress goals.
Public health officials recommend that all persons wear masks to reduce exposures and prevent the
spread of COVID 19 and we encourage all attending this meeting to do so.
6‐Month Calendar:
Noted that the Water Supply Requirements and Allotments item originally scheduled as a discussion item on
9/21/2021 has been moved to the Consent Agenda.
Interim City Clerk Pusheck:
Update given regarding Boards & Commissions recruitment:
o Interview was conducted by Councilmember Gutowsky and Mayor Pro Tem Francis on 9/3/2021
for the Youth Advisory Board (YAB).
o Planning & Zoning interviews will take place on Wednesday October 6, 2021, from 5:30‐8:00
PM. All Councilmembers will be present for interviews that will be conducted via Zoom.

o Question was raised as to whether interviews for Boards & Commission appointment should be
included on the 6‐month planning calendar if they include the entire Council. Staff was asked to
develop criteria to clarify which items do and do not get added to the schedule.
o Downtown Development Authority appointments will shift to take place in the Spring to align
with the DDA statute.
Determined that the 9/27/2021 LPT meeting would be cancelled because of several members being
unable to attend due to other engagements.
Deputy City Manager Stannert:
Noted that as bicycling continues to grow in popularity, leaders in cities across the country, like Fort
Collins, are embracing the environmental, financial, and quality of life benefits that come with a
population that likes to ride. Recently, the League of American Bicyclists announced the latest round of
Bicycle Friendly Businesses (BFB), and Fort Collins has been named as one of 37 Platinum Level Bicycle
friendly business status in the country, demonstrating a commitment by the organization to implement
practices that are encouraged for the entire community. FC Moves staff will be applying soon for
recognition for Fort Collins being a Bicycle Friendly Community as well. Special thank you to Nick
Heimann, Aaron Iverson and the FC Moves team for your continued effort and push to make Fort Collins
a bicycle friendly city it is.
Noted that a memo would be forthcoming from the Human Relations Commission (HRC) noting they
have scheduled an upcoming Racial Equity Training Event. Staff will provide a copy of their memo in this
week’s mail packet.
Noted that a recommendation has come forward to postpone this year’s Open Streets event scheduled
for 9/18/2021, from 10:00 AM – 3:00 PM. This recommendation comes based on growing feedback from
community volunteers, and vendors based on anticipated crowd levels and current risks associated with
COVID. A decision to preemptively postpone the event has been recommended based on public health
guidance and in consideration of costs associated with the management of the event by the
organization, vendors, and other partners. Staff will continue to identify potential alternatives for future
events to minimize public health risks without compromising the goals and outcomes of the event.
City Attorney Daggett:
Noted that updated Council meeting rules are still being compiled. After some discussion about timing,
it was agreed the changes related to meeting procedures and rules should be planned for consideration
at the October 5, 2021, regular meeting.
In August 2021, after announcing several historic settlements with major drug manufacturers and
distributors, the Attorney General announced a framework for distributing nearly $400 million in opioid
settlement dollars throughout the state for addiction treatment, recovery, and prevention programs,

potentially distributed over an 18‐year period. An update will be forthcoming regarding the opioid
settlement and how it relates to Fort Collins.
Interim City Manager DiMartino:
Noted that the County will be making a recommendation to spray a small section in the southeast
portion of the City. Due to low trap results, they will also rescind the second application in the northeast
portion of town which has been difficult to accomplish due to weather conditions.

Noted the 2022 City Manager’s Recommended Budget has been delivered to Councilmembers for their
review. The first work session to discuss the budget is scheduled for next Tuesday, September 14.
Mayor Pro Tem Francis:
Noted the need for more information regarding agenda item # 9 – Detail of Mason Street
Expansion/Future Phases and the concerns from constituents about the potential for future
development North. Staff will publish a read before memo prior to tonight's meeting.
Noted there is a possibility of a Councilmember pulling item # 8 regarding Local Marijuana Codes and
how they intersect with HB 2021‐1317.
Mayor Arndt:
Discussed the homelessness issue with community members. Encouraged staff to continue
coordination on the many considerations about this topic and requested updates be provided to Council
to ensure the latest information is available as questions arise
Noted that informal discussions have taken place with constituents related to Mountain Biking in the
City of Fort Collins. The Mayor will be sending more information to the City Manager’s Office about this
feedback and asked Deputy City Manager Stannert to coordinate a response including a list of what the
City currently offers bikers, as well as a list of potential improvements.
Reported that she attended the Colorado State University (CSU) football game on the evening of
9/3/2021.
Thanked all involved with Council onboarding for the effort and information provided. Onboarding has
been extremely helpful!
