RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, August 23, 2021,
and the following summarizes the discussions that began at 7:30 a.m.
8/31/2021 Work Session Meeting:
Summary agenda items for this meeting were reviewed.
With the adoption of Resolution 2021‐074, the Work Session will be conducted at City Hall, with
individual Councilmembers having the option to participate remotely. Work Sessions do not provide an
opportunity for public participation. The meeting will be broadcast on FCTV and available via the Zoom
platform.
New order for discussion topics:
o City Manager’s 2022 Recommended Budget.
o 2021-2023 Council Priorities.
o Council Meeting Norms and Rules.
o Northeast Fort Collins Planning and Projects Overview.
6‐Month Calendar:
More information was requested regarding the addition of a quasi‐judicial hearing to consider an
involuntary Landmark designation request for 528 W. Mountain Avenue on the September 21 agenda.
Information is needed prior to next week’s LPT to understand context and timing
An Executive Session scheduled on September 7 regarding Hughes Stadium has been updated to note it
is a “Possible Executive Session”. More clarity will be known in the coming week.
Sarah Kane has been asked to contact members of the City Council regarding preferences for holding
meetings on December 21 and 28th If meetings are to be held, staff will begin scheduling items for
these dates on the 6‐month calendar.

Noted that some of the items scheduled on September 7, 2021, and September 21, 2021, could be
balanced better. Possibility of moving Water Supply Requirements and Allotments from 9/21/2021 to
9/07/2021. Also, possibility of moving one or both Staff reports from 9/21/2021 to 9/07/2021.
Interim City Clerk Pusheck:
Noted that the ECC (Election Code Committee) will be meeting on Friday, August 27, 2021, at
3:00 PM in the CIC Conference Room located in City Hall. Confirmed that this first meeting will
be a scoping meeting used to confirm Chair of Committee, frequency of meetings, possible
future topics, with discussion regarding Council’s priority of “Looking into changing the April
election to November with School Board years to have all local elections at once”.
Deputy City Manager Stannert:
LPT recognized Kelly DiMartino and her first official business day as Interim City Manager.
Noted that today is also the first day for Claudia Menendez who will serve as the Diversity, Equity, and
Inclusion Officer. Welcome Claudia.
Noted that the budget outcome area discussions would be broken into two different work sessions as
follows:

Interim City Manager DiMartino:
Noted that Teresa Connor would be applying for the Boxelder Basin Regional Stormwater Authority
open board position, which is the joint City/County appointment. If she is appointed, the City would
then appoint a replacement for the City‐appointed director position.
Discussed Larimer County proposed new Child Care Tax.
Mayor Pro Tem Gorgol:
Has been accepted as a new member of Active People, Healthy Nation 2021 Champions Institute
o The Active People, Healthy Nation℠ Champions Institute is a new initiative to help prepare a
hand‐picked group of elected officials to effectively advocate for and support safer and more
complete streets. Recently announced the selection of 21 local elected officials to join the
inaugural class. Over the course of six months, these leaders will receive comprehensive training

to help them become champions in their communities to promote activity‐friendly routes to
everyday destinations.
Noted that her last name would be changing effective 8/30/2021 from Gorgol to Francis.
Considering new COVID Delta variant, suggested a refresh and review of current practices and guidelines
regarding safety precautions related to COVID, such as, but not limited to:
o Councilmembers will remain distanced at Council dais.
o May move dinner to CIC room with a potential of using outdoor patios during good weather
conditions.
Mayor Arndt:
Noted that Council had expressed interest in gathering in an informal setting sometime outside of
regular council evenings for informal interactions and to get better acquainted. Meetings would be
posted, and public could attend. It is not expected that there will be policy discussions planned at these
gatherings.
Noted appreciation for staff who have conducted sessions orienting Council to their service areas during
onboarding meetings and shared appreciation for the opportunity to learn more about the services
provided to our community..
Attended Pooch Plunge at City Park Pool and offered a great THANK YOU to staff members that put this
event on.
o Dogs descended on City Park Pool for Fort Collins' annual Pooch Plunge Sunday, Aug. 22, 2021.
Noted that the 2021 Colorado Water Congress would be taking place August 24‐26, 2021, and she would
be attending.
o The Colorado Water Congress is a non‐profit organization established in 1958. Serves as the
principal voice of Colorado's water community and provides leadership on key water resource
issues.
