RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kyle Stannert,
Deputy City Attorney John Duval, and Interim City Clerk Tammi Pusheck met on Monday, August 16, 2021, and
the following summarizes the discussions that began at 8:30 a.m.
Regular Meeting:
There were no Summary agenda items reviewed due to the cancelation of the August 17, 2021, meeting.
6‐Month Calendar:
Noted that the 6‐month calendar may need to be revised after the August 31, 2021, Work Session
discussion regarding Council Priorities. More to come on this after the August 31, 2021, meeting.
Noted that December 21, 2021, and December 28, 2021, are still being held open until update from
Council confirming whether they will meet on those dates. Options will be discussed further at an
upcoming LPT meeting.
Interim City Clerk Tammi Pusheck:
Noted that Councilmember Ohlson called and expressed his strong objection to the proposed NEW
Interview Process that was sent to Councilmembers in their August 12, 2021, packet.
o Expressed concern about not interviewing ALL candidates.
o Would prefer no staff provide input on candidates but does see value in staff sharing context
about current make‐up of the board or commission or potential opportunities to add
perspectives with new members.
o Would prefer doing in‐person interviews, but due to the new COVID Delta variant conceded that
ZOOM interviews might be best for this round of interviews.
Deputy City Manager Stannert Confirmed timeline for filling City Clerk permanent position:
o Posting closes at 3:00 on 9/1/2021.
o Council will be kept up to date on candidate pool and interviews.

Deputy City Manager Stannert:
CDOT will be releasing information soon regarding the award of a 1.4‐million‐dollar grant to the City of
Fort Collins for Revitalizing Main Streets. Revitalizing Main Streets offered small‐scale grants for low‐
cost, immediate actions to help safely improve the economy and enhance healthy activities in cities and
towns across Colorado. This could include changes like temporarily reducing traffic in a downtown area
or providing for more bicycle and pedestrian access along the state highway system to ensure that
Coloradans are able to enjoy vibrant communities while maintaining social distancing.
Noted that Seve Ghose and Caryn Champine would be sending a memo to Council related to Active
Modes of Transport Program that will update what the City is currently doing to ensure safety on
mountain bike trails, as well as a Parks update regarding the Paved Trails Master Plan.
Encouraged staff to inform Open Streets Events staff if there is going to be a chance for cancelation of
events. The more information ahead of time the better.
Reminded all that a resolution will be issued on September 21, 2021, recognizing Indigenous Peoples’
Day as October 11, 2021. The resolution will direct the City Manager to explore ways the City can
promote the well‐being and recognition of Colorado’s Native and Indigenous community as part of the
City’s wider commitment to lead with race and work towards equity.
Noted that the posting for the Utilities Director has not yet gone out, but a recruiter has been selected
and the brochures for the posting are in process of being created.
City Manager Darin Atteberry:
Noted that LPT has played a critical role in the governance and leadership of the City and commended
everyone’s participation, both past and present.
Mayor Arndt:
Noted that the topic for the Bloomberg Harvard City Leadership Initiative will be Council Policies &
Procedures.
o “The Bloomberg Harvard City Leadership Initiative equips mayors and senior city officials with
leadership skills and management tools to tackle their cities’ complex challenges and improve
people’s quality of life.”
Noted her concern that that there may be a work overload anytime interim positions are assigned to
staff without backfilling positions. While she has not seen any specific issues, concerns have been
shared by members of the community regarding the workload being placed upon Building Inspectors at
this time.
Noted that our relationships with our Federal delegates are solid after meeting individually with
Michael Bennett and Joe Neguse in the past week.

The Mayor also had the opportunity to meet with the Fort Collins Downtown Development
Authority in the past week.
