RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kyle Stannert,
City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, July 26, 2021, and the
following summarizes the discussions that began at 7:30 a.m.
Adjourned Meeting and Executive Session (7/26/2021):
Summary agenda items for this meeting were reviewed.
Please note public participation for this meeting will be live in Council Chambers for the portion of the
meeting prior to adjourning to executive session.
Work Session (7/27/2021:
Summary agenda items for this meeting were reviewed.
With the adoption of Resolution 2021‐074, the Work Session will be conducted at City Hall, with
individual Councilmembers having the option to participate remotely. Work Sessions do not provide an
opportunity for public participation. The meeting will be broadcast on FCTV and available via the Zoom
platform.
Regular Meeting (8/4/2021):
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Wearing masks will be optional for those who have been vaccinated. Spanish translation
will not be available.
Item # 8 – Second Reading of Ordinance No. 097, 2021, Establishing the Fort Collins Tourism
Improvement District.
This may be pulled by a Councilmember for discussion on appropriateness of fees.

6‐Month Calendar:
Discussion began regarding options surrounding the December 21, 2021, and December 28,
2021, Council meetings. Nothing will be scheduled on these two dates until follow‐up is
done with other Councilmembers as to whether the meetings should be held or not.
Interim City Clerk Pusheck:
Boards & Commissions update on anticipated posting for vacancies. Recruitment will begin for open
Board positions immediately with another recruitment period scheduled for the end of 2021.
Discussed on‐boarding of new Board members and future preferences of how this should look.
Deputy City Manager Stannert:
Noted that the theme during last week’s public comment regarding safe routes for bicyclists to access
trail systems. Connectivity and safe routes are an important value that is part of existing plans, and
Seve Ghose, Community Services Director and Caryn Champine, PDT Director, will be reviewing these
plans to inform further response to the community feedback.
Noted that staff is reviewing Council Committee meetings scheduled in August s in respect to the overall
break in Council meeting schedules. Depending on content and the ability to reschedule, staff will reach
out to confirm participation in the currently scheduled meetings.
City Manager Atteberry:
Noted that Taste of Fort Collins took place over the weekend, and all reports received indicate that the
event went well.
Reported that a great meeting took place last week involving City Manager Atteberry, Caryn Champine,
Meaghen Overton, and lessons learned from affordable housing developments in Irvine, California. The
team was able see examples of multiple approaches regarding density of housing and a mix of
affordability levels.
Indicated that he has received questions about the city’s continuing involvement in the German
Marshall Fund Fortifying Democracy program. The city will remain involved in this effort, and he is
prepared to support a full knowledge transfer of the work so far with the Interim City Manager once
they have been identified.
Design conversation related to the possibility of passenger service at the Northern Colorado Regional
Airport terminal is in development. An update will be shared with Council soon.

Mayor Pro Tem Gorgol:
Council will be discussing remote participation issues at the August 31 work session, and this will help
move forward a new set of clear rules related to that.
Concerned about the number of vacancies on Boards and Commissions. Believe the onboarding process
could be better communicated. A civility agreement, that all new members would need to agree to and
sign, was also discussed.
Asked for clarification on how various recreation projects were studied. Was it through the lens of
Human Dimensions in Natural Resources? Or was it more through a lens from the recreation side of
planning? Was mentioned that City Code does specifically address both Natural areas, as well as
Recreation areas.
Associated Students of CSU (ASCSU) – Met new housing director and discussed housing policy issues and
the possibility of Council attending an ASCSU Senate Session.
Mayor Arndt:
Met with Solar Associations concerned about the new electric service pricing schedule. Members
believe the new pricing schema disincentivizes solar.
Presented at Bizwests’, “Confluence: Colorado Water Summit”. Participated on a panel related to
regionalism and suggested the formation of a formal committee that would specifically address water
issues for our region.
