RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, Deputy City Manager Kelly DiMartino, Deputy City
Manager Kyle Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on
Monday, July 19th, and the following summarizes the discussions that began at 7:30 a.m.
July 20 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Wearing masks will be optional for those who have been vaccinated.
There will be one Proclamation scheduled for this meeting declaring August 7, 2021, as Sister Mary Alice
Murphy Day.
Item # 8 (First reading Appropriating Philanthropic Revenue in the General Fund by City Give for Transfer
to the Capital Projects Fund, Park Planning & Development, Community Services), staff noted there may
be questions from the public regarding this topic
Item # 14 (First reading Amending the City’s Structure Plan Map to Conform to the Rezoning of the
Hughes Stadium Annexation Property to Public Open Lands), is scheduled for discussion in anticipation
of questions from the public and to ensure the purpose of the item is clearly communicated and
understood.
6-Month Calendar:
It was noted that there is no great solution for solving the need for an adjourned meeting to provide a
time for an executive session ‐‐ this had been proposed for July 27, 2021. There is ongoing discussion
regarding whether the agenda for the July 27, 2021, Work Session allows for the addition of an
adjourned meeting. Update to follow.
August 4, 2021, Council will consider an initial timeline for the recruitment and hiring of a City Manager.

August 4, 2021, possible addition of a Resolution for a preliminary MOU regarding Hughes Stadium
property purchase.
August 31, 2021, possible addition of a Work Session item related to Council Priorities.
City Clerk
It was noted that all Councilmembers are required to notify the City Clerk’s office no later than (3) hours
in advance of a Work Session if they will be attending the Work Session remotely. Emails can be sent
directly to cityclerk@fcgov.com. Emails can be about a specific Work Session, or can be open ended,
such as, “Until further notice I will be participating in Work Sessions remotely”. It was noted that for
regular Council meetings and Council Committee meetings, the only basis for remote participation is
concern about COVID‐19 exposures.
Deputy City Kyle Stannert:
Reported the Ad Hoc Community Impact Committee (established by Resolution 2020‐060 on June 23,
2020, with an overall purpose of ensuring that the City is creating an environment that provides safety
and equity for all residents) had been made aware of a potential funding need for follow up activities
related to next steps on the Equity Indicators effort, including inclusive community engagement and
building trust. As staff have investigated next steps for 2021, the follow up work will go forward and
staff has determined that no mid‐year appropriation would be needed in light of funds already available
and appropriate for this purpose. The item will be removed from the Council Finance Committee
agenda in August.
Deputy City Manager DiMartino:
Reported that Law Enforcement has been cognizant of Council priority regarding “Improved Traffic
Compliance” and increased patrolling College Avenue corridor on Saturday evening, July 17, 2021.
Tickets were issued for various offenses that included speeding and loud noise.
In all:
30 stops were made
26 tickets issued
4 warnings issued
2 arrests were made
Noted that the City Manager sent Council a memo last Thursday recommending two additional staff
Holidays, that include the day after Thanksgiving and Juneteenth. If no further questions or comments
from Council are received City Manager will move forward to approve the additions.
Indicated that Zoe Shark, Interim Natural Areas Director, had met with engaged stakeholders regarding
the Maxwell Trail. City staff will take a look at the feasibility of making minor adjustments to the trail to
increase difficulties. There are no other changes anticipated for any other trails at this time. Kurt
Friesen, Director of Park Planning has also had preliminary discussions with stakeholders about their
interest in a dedicated mountain bike park in Fort Collins. It was noted that there is a process under the
Parks Master Plan for special interest groups to explore future possibilities like this.

Suggested that Council may want to consider adding language to the Council Priorities resolution to be
considered tomorrow night that reinforces the importance of the City’s 24/7, 365 services.
Joined with other Larimer County leaders representing a number of key community partners to tour the
CSU Spur campus that “is focused on providing unique education opportunities – a place where K‐12
students and families will find inspiration, researchers can collaborate on important issues, professionals
can hold meetings and events, and students from all three CSU System institutions (the flagship in Fort
Collins, CSU Pueblo, and CSU Global) can connect with real‐life experiences that complement their
degree programs”.
The group also toured the RiNo Art Park that is an “Innovative interdisciplinary arts center where
everyone is welcome to create, explore, and connect”. Noted that they had utilized collaborative fund
raising that was amazing.
Noted that CSU now has a Director of Strategic Partnerships. The City is looking forward to working
closely with newly appointed Maggie Walsh.
City Attorney Daggett:
Noted that Colorado Attorney General Phil Weiser will make a presentation to the County today
(7/19/2021) at 3:00 PM regarding opioid settlement negotiations. The Mayor will attend as the
designated representative for the Council on the Attorney General’s Opioid Working Group.
Mayor Pro Tem Gorgol:
Requested that staff provide a list of current Boards & Commissions vacancies, and that the update
include an update on when the Planning and Zoning application process is scheduled to close.
Noted that the National League of Cities (NLC) fall 2021 City Summit has been scheduled for November
in Salt Lake City and encouraged Councilmembers to attend. announcement also prompted a question
regarding the possibility of a trip to Washington D.C. before the end of the year. .
Asked about what tickets will be available to Councilmembers for the Great Colorado Air Show in
Loveland at the Northern Colorado Regional Airport, on October 16‐17. Staff will update accordingly.

Mayor Arndt:
Concerned about Human Resources workload considering the current staff vacancies to be filled City
Manager’s Office staff will continue to coordinate with human resources to determine adjustments to
resources and schedule of hiring plans.
Noted that the “Confluence: Colorado Water Summit” was coming up.
Attended Colorado redistricting meeting.
