RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, Deputy City
Manager Kyle Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, July
12th, and the following summarizes the discussions that began at 7:30 a.m.
July 13 Work Session:
Work Session items were reviewed.
With the adoption of Resolution 2021‐074, the Work Session will be conducted at City Hall, with
individual Councilmembers having the option to participate remotely. Work Sessions do not provide an
opportunity for public participation. The meeting will be broadcast on FCTV and available via the Zoom
platform. Spanish translation will be available on Zoom through Item # 2 (Mobile Home Park
Enforcement Program).
July 20 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. Wearing masks will be optional for those who have been vaccinated.
There will be one Proclamation scheduled for this meeting declaring August 7, 2021, as Sister Mary Alice
Murphy Day.
Item # 8 (First reading Appropriating Philanthropic Revenue in the General Fund by City Give for Transfer
to the Capital Projects Fund, Park Planning & Development, Community Services) may not be ready for
the 7/20/2021 meeting. Follow‐up is needed.
Item # 13 (Resolution Adopting the 2021‐2023 City Council Priorities) will be added to the agenda as a
discussion Item.

A motion will be added to the July 20, 2021, meeting that includes direction on the process for
appointing an Interim City Manager and to include a salary range for the role.
6‐Month Calendar:
Staff is reviewing dates for an Executive Session related to Broadband. This item was originally
scheduled for July 13, 2021. It is possible that the date may need to fall outside of the regular Council
meeting schedule of Tuesday evening.
A work session discussion of a defined process of recruitment for the permanent placement of a new
City Manager has been added for July 27. A resolution adopting the recruitment and selection process
will be presented for consideration on August 4, along with first reading of an ordinance setting the
Interim City Manager’s compensation.
A resolution will be added to the August 4, 2021 meeting appointing an Interim City Manager.
A Proclamation will be added to the August 4th agenda for the 50th Anniversary of the Fort Collins
Housing Authority, now known as Housing Catalyst.
City Manager Atteberry:
Thanked Council for recognizing the efforts and accomplishments of Public Health Director Tom
Gonzales during the July 6, 2021, council meeting. Tom was deeply touched and moved by the
gratitude.
Noted that there is an upcoming URA (Urban Renewal Authority) meeting in which a discussion
revolving around a Powerhouse II project will take place. It is important to note that PSD is no longer
considering partnership in the effort.
Will be sending an email to Council recommending adjustments to the Paid Holiday schedule for City
employees in this week’s Mail Packet.
The City will have available (2) VIP tickets per Councilmember to the Great Colorado Air Show in
Loveland at the Northern Colorado Regional Airport, on October 16‐17. Staff will be contacting Council
with additional information.
Deputy City Manager DiMartino:
Reported on a great outcome from the Recreation department. Staff reported that there had been a
near drowning accident at the City Park Pool last week. Thanks to the heroic efforts of the city staff
lifeguards and the quick response by PFA, a six‐year‐old girl was resuscitated after being found
unresponsive in the four‐foot section of the pool. Great work by everyone involved!

City Attorney Daggett:
Informed Council that a new Assistant City Attorney, Ted Hewitt, joins the City Attorney’s Office today
after an extended posting and broad search effort this fills the vacancy created by the departure of Chris
Van Hall in December.
Mayor Pro Tem Gorgol:
Asked staff to outline the anticipated next steps regarding the search for a new City Manager, including
touchpoints with the City Council. The anticipated schedule is as follows:
o 7/13/2021 Council Work Session meeting: An announcement at the end of the meeting would
be made that included a brief discussion about the City Manager recruitment process.
o 7/20/2021 Council Regular meeting: An agenda item would be added that includes a motion to
post internally for an Interim City Manager, as well as establishes the salary range for the
interim position.
o 7/27/2021 Council Work Session meeting: There will be a discussion item that defines in more
detail the process for filling the City Manager position.
o 8/4/2021 Council Regular meeting: Will include:
A Resolution appointing an Interim City Manager;
A Resolution establishing the search, recruitment, and selection process for a new City
Manager;
First Reading of an Ordinance setting the Interim City Manager compensation; and
A Resolution expressing appreciation for Darin Atteberry, the outgoing City Manager.
Attended the ribbon cutting for the new SPIN e‐bike program on 7/9/2021. SPIN, a combination e‐bike
and e‐scooter program, will launch in Fort Collins on July 26, deploying a fleet of 200 e‐bikes and 500 e‐
scooters across the city.
Inquired further about the lack of TRANSFORT staffing that was mentioned in the 7/6/2021 Council
meeting.
o Leadership members Indicated that HR is currently addressing both recruitment efforts, as well
as employee retention. They are aware that hiring for part‐time recreation positions has been
very challenging and has suggested that perhaps business models for these departments need
to be reviewed.

o Would like to keep this discussion at the top of the list to make sure the City’s 365 Services are
being appropriately addressed.
