RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and Deputy City Clerk Heather Walls
met via Teams on Tuesday, July 6 and the following summarizes the discussions that began at 7:00 a.m.
July 6 Regular Meeting:
Summary agenda items for this meeting were reviewed.
Tonight’s Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by
email. Wearing masks will be optional for those who have been vaccinated. Spanish translation will be
available.
There are no staff reports scheduled, but a Community Report with Larimer County Health Director Tom
Gonzales has been added under the staff report portion of the agenda. Mr. Gonzales will provide a 10 minute
update on West Nile Virus. Due to a scheduling conflict, Mr. Gonzales will not be available prior to 7 p.m.
Matt Parker, a Senior Supervisor in the City’s Natural Areas department, will also be available to answer
questions related to city operations. If public comment and consent calendar portions of agenda finish prior
to 7pm, the Mayor will ask for councilmember reports before Mr. Gonzales begins.
#17 Municipal Immigration Legal Fund Pilot Program: No formal presentation tonight, however Planning,
Development and Transportation Director Caryn Champine will provide an overview of revisions between 1st
and 2nd reading. The Mayor will address public feedback regarding the placement of the item within the
Council agenda order of business in opening comments.
July 13 Work Session and Possible Adjourned Meeting:
The Work Session items were reviewed. It was noted that Mayor Arndt and Councilmember Pignataro plan to
be absent on July 13. Leadership will discuss further with staff the logistics for the Adjourned meeting and
executive session with the option to adjourn the meeting to a different date to allow for the executive session
in person on a separate night.

6‐Month Calendar:
A work session to discuss the City Recovery Plan will be scheduled for October 26 and consideration of
adoption at the December 7 regular meeting.
LPT members discussed setting a work session date for discussion of ways to update the Council meeting order
of business and a permanent policy for remote participation at Council meetings including adjourned and
special meetings. August 31 was identified as a possible date with Council follow up action in September and
a likely effective date in October.
Deputy City Manager Stannert:
The road construction for the Vine and Lemay overpass project continues to make progress. As part of the
next phase of the project, a full closure of Lemay Avenue to the north of Lincoln Avenue has begun and is
scheduled to last until mid‐August. The closure impacts all traffic, including pedestrians and bicyclists. Patrons
of businesses should use Vine Drive or Buckingham Street as an alternative route. Full details on closures can

City Manager Atteberry noted an email was received related to air quality for this project and it will be
converted to a SAR.
Deputy City Manager DiMartino:
Noted the new community services director, Seve Ghose, will be joining the city for his first day of work next
Monday, July 12.
City Manager Atteberry:
Noted residents are increasingly frustrated with the homeless situation surrounding Library Park and the
perception that progress is not being made. Staff will continue to support neighbors with individual
complaints and are pursing alternative means of responding in the area.
Noted positive feedback related to the follow up Council retreat and anticipates further conversation with
Councilmembers he has not met with yet.
Encouraged participation in the Colorado Water Center Water Literate Leaders program. Applications are
due by 5 pm on July 15 , the application can be found online at: https://form.jotform.com/210756188025153
Noted he is completing an Intergovernmental Agreement with City of Loveland that allows for exchange of
Code Enforcement services as needed to address conflicts or other circumstances.
Noted he met with the new PSD Superintendent, Brian Kingsley, and looks forward to working with him as a
partner in the city.
An offer has been accepted for the recent Chief of Diversity, Equity and Inclusion Officer and a full
announcement will be made later today.
Noted he watched the balloon launch from Twin Silo Community Park and expressed appreciation and
gratitude for all staff efforts with the City‐sponsored July 4th activities Including the parade of City vehicles.

Mayor Pro Tem Gorgol:
Shared gratitude and appreciation to staff for the City‐sponsored July 4th activities.
Noted some misinformation and resulting confusion surrounding the Homeless Advisory Committee report
and upcoming work session. The Homelessness Advisory Committee (HAC) is scheduled to hold a follow‐up
meeting on July 7 at 8 am to connect with the City Manager and staff about next steps in advance of a City
Council Work Session on this topic (July 27, 2021). A summary of areas of concern and response to questions
being asked is requested for councilmembers to dispel confusion and clarify the function of the advisory
committee.
Suggested further review of non‐enforcement options to address concerns with the Library Park issues.
Deputy City Manager Stannert recognized the concern and staff will follow up with the concerned residents
and consider alternatives to enforcement in the Library Park neighborhood.
Mayor Arndt:
Noted emails and conversations related to the trail reconstruction of Maxwell Natural areas and suggested a
possible meeting with groups of different perspectives to discuss co‐existence on the trails. Deputy City
Manager DiMartino will provide an update on the site and staff perspective.
Noted appreciation and thanks for the July 4th activities and noted how nice it was to see activities in other
parts of the city outside of Old Town.
