RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and Deputy City Clerk Heather Walls
met on Monday, June 21, 2021 and the following summarizes the discussions that began at 7:15 a.m.
June 22 Adjourned Meeting:
The Adjourned meeting agenda was reviewed. The Chief Judge will participate remotely and the City Manager
and City Attorney time slots may be reversed if necessary. City Attorney Daggett and City Manager Atteberry
will be in person.
This meeting will be in person only. The Public Agenda page has been revised to reflect no online/phone
participation will be available and will not be televised. Public comment will be allowed only on the motion
to go into executive session, and only from in person attendees.
July 6 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Councilmembers present in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by
email. Wearing masks will be optional for those who have been vaccinated. Spanish translation will be
available.
There are no Proclamations scheduled for this meeting.
#11 Appeal Code Amendments ‐ It was noted the Appeal Code Amendment relates to a correction of Code
clarifying which board actions are appealable.
Community Report: West Nile Virus: Tom Gonzales, County Health Director, will provide an update related to
West Nile Virus. It was noted the timing was good due to the first trap count data being released prior to the
meeting. It was noted that there is important research going on at CSU and the CDC that could be discussed
as a separate report.

#17 Municipal Immigration Legal Fund Pilot Program ‐ It was noted there is concern coming from the
community related to a possible conflict of interest for Councilmember Gorgol. No complaints have been
filed. A SAR will be entered and a response will be drafted from the City Manager’s office to provide a
statement to the public addressing the issue. In addition, a read‐before memo will be provided to Council
prior to the July 6 meeting outlining the process individuals would go through to participate in the program
and inviting Councilmembers to meet with staff to go into further detail if desired. Staff are also asked to
provide 3 – 5 examples indicating areas where similar human services and other assistance is provided by the
City to specific groups of individuals.
#18 ‐ Income Qualified Assistance Program ‐ It was noted there was a lengthy conversion at Council Finance
Committee about whether this is a Pilot or permanent program. In addition, staff is following up further
regarding the purposes of and qualifications for the program.
#19 ‐ Remote Work Sessions – This resolution will include language making the default approach for work
sessions remote, with exceptions based on meeting content or circumstances. An alternative that would
make “hybrid” work sessions the default will also be included.
Motion to Adjourn to July 13 for Broadband Executive Session ‐ City Clerk’s office will work with City Attorney
for motion language.
6‐Month Calendar:
July 13 ‐ It was noted Mayor Arndt will be remote for the Broadband Executive Session on July 13. The Work
Session items will be heard first and a time will be set for the Adjourned meeting based on the estimated time
for completion of the Work Session. Translation will be required for the Work Session.
Sam’s Club Fuel Station Appeal ‐ Currently scheduled for August 17, LPT members discussed moving the appeal
to a different date the week of August 2, either Monday or Wednesday. At this meeting, the July 20 second
readings could be completed. At the July 20 meeting, a motion could be considered to move the August 3
meeting and cancel the August 17 meeting. The August 24 work session would be moved to August 31.
Budget staff will need to be consulted for timing of the budget preview.
Deputy City Manager Stannert:
Left meeting at 8:30am to welcome DEI Officer finalists who will be participating in interviews today and
tomorrow. In addition to two community forums, an opportunity for Council to meet the candidates has been
scheduled for tomorrow morning. City Manager expressed thanks and support for Deputy City Manager
Stannert’s work on the DEI Officer and City Clerk recruitment.
Deputy City Manager DiMartino:
The Safe Water Action Program letters will be mailed this week to physical premises and owners as well as
account owners to be sure renters receive the information. The letters will be bi‐lingual.

Fort Collins won 2nd place in the American Waterworks Association Best of the Best Water Taste Testing
Competition. A proclamation noting this important accomplishment will be scheduled for July 6.
City Attorney Daggett:
A work session may be scheduled to discuss Council meeting structure and order of business. Although it is
likely a work session is needed and would be beneficial to have that discussion prior to the planned August
break, no date for this has yet been identified. In addition, staff is working to evaluate the status of the COVID‐
19 local emergency and this issue and related transitions are likely to dovetail with changes to the meeting
structure. Code changes may be needed in addition to changes to the Council meeting procedures. Potential
dates and timing will be further discussed.
City Manager Atteberry:
Discussed the schedule for the Council Retreat on June 29 and process for prioritization. Further discussions
will take place with the consultant, Julia Novak.
Progress is being made with ongoing conversations related to the purchase of the Hughes stadium property.
Discussed the concept of being a student‐friendly community with CSU President Joyce McConnell.
Mayor may be called on to answer a question during the Cities Fortifying Democracy meeting.
A microburst impacting 2,600 residents happened last week in SE section of town and no Fort Collins residents
lost power.
Mayor Pro Tem Gorgol:
A Proclamation related to Housing Catalyst ‘s 50th year will be scheduled for July 20 or September 7.
Councilmembers have requested agenda and additional information prior to the Council Retreat Follow up
scheduled for June 29. The agenda will be organized by strategic outcome and whether it is a new item or a
work in progress.
Mayor Pro Tem will be applying for the Smart Growth America Champions of Complete Streets Institute,
which is a learning series focused on safety and complete streets. A letter of support is a required component
of the application and is due at the end of the month.
Inquired to the status of the Planning and Zoning board vacancy process.
Mayor Arndt:
Mayor was interviewed related to a documentary on water.
