RE: Read Before Council Item #17 Immigration Legal Fund Program
Administration Costs
meeting includes First Reading of Ordinance 2021-64 to
approve appropriation of a Municipal Immigration Legal Fund Pilot Program. The purpose of this
memo is to provide information regarding program administration costs for the proposed pilot
program.
Program Administration costs have been included as cost examples in Work Session AIS
materials to
These costs reflect our research indicating the need for funding to support coordination of legal
clinics, pro bono legal representation, and community outreach crucial to pilot program
implementation.
Under the pilot program design, grant applicants from nongovernmental organizations will
submit proposals that include costs for program administration and/or coordination.
Because this p City would not receive these
funds. 100% would go to the successful grant recipient(s).
Administration cost estimates of up to $90,000 for the 18-month pilot are based upon market
research and comparable costs from current service providers. Because Northern Colorado
does not have an existing network of pro bono legal services for immigration, the estimate
for start-up in this area may be higher compared to other municipalities.
Although other professional duties like paralegal work were part of the previous estimate for

To alleviate concerns and honor this intent, Council can impose a cap (% of the total
budget) toward administrative costs such as outreach, translation, and coordination.
