RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met
on Monday, May 24, and the following summarizes the discussions that began at 7:04 a.m.
May 25, 2021 Adjourned Meeting and Work Session:
Agenda items for these meetings were reviewed.
• Both the adjourned Council meeting and Work Session will be remote. Public participation for the
adjourned meeting will be available in three ways: by phone, online through Zoom and by email.
• Executive Session – Council will consider a motion to enter an executive session to discuss legal
requirements related to the Northern Integrated Supply Project (NISP).
June 1, 2021 Regular Meeting:
Draft agenda items for this meeting were reviewed.
• Grant Award from the Colorado Department of Local Affairs (DOLA) – This item relates to a DOLA grant
received by the City for the black and grey market marijuana enforcement program. The grant is lower
than the amount received last year due to the limited overall amount of money available and increased
number of applications received. Some concern was expressed about the fact that DOLA was not
supportive of extending the amount of time available for using past grant monies.
• Southeast Community Innovation Center and Pool – This item appropriates funding for the design phase
of this project ($100K). The project will result in a new recreation center on the southeast side of Fort
Collins as required by the ballot language. A memo providing more detail will be included in the
upcoming Thursday packet.
• 2021 Spring Cycle for the Federal Community Block Grants – It was noted that this item may need to
move to discussion to allow Councilmember Canonico to recuse herself. City Manager Atteberry will
follow up to determine whether this is needed.

• Guardian Self-Storage Appeal – There was an explanation of the two categories of grounds for appeals:
1) claim of an unfair hearing; and 2) claim that the hearing body did not interpret or apply the Code
appropriately. This appeal includes both types of appeal grounds; Council will consider whether there
was a fair hearing first. If the Council finds that it agrees with the appeal allegation that there was not a
fair hearing, the item will be remanded back to the original hearing body. More information will be
provided to the Council as part of the agenda materials that will be received related to this item. Staff
continues to work with the applicant and appellant on possible modifications that could result in a
withdrawal of the appeal.
6-Month Calendar:
• May 27:
o Urban Renewal Authority Meeting – New members will be sworn in and a new Vice Chair
selected. This meeting is expected to be remote.
• June 15:
o The Municipal Immigration Legal Fund was added to the calendar. Mayor Arndt reported that
the following language was added to HB-1194 related to this: “(10) a county may appropriate
local or state funds to implement its own immigration legal defense fund, partner with a local
immigration legal defense fund, or partner with the administrator to enhance the effectiveness
of the immigration legal defense fund.” She noted that, if passed, the County would have the
flexibility to participate in funding these efforts.
• June 29:
o Council retreat follow up meeting has been confirmed. The meeting will be held at Innosphere.
• July 27:
o 1041 Regulations was added to this work session (moved from August 10).
• October 12:
o Homelessness Update was added to this work session, in addition to the update scheduled on
July 27.
City Clerk Coldiron:
• Noted she received an email from the Colorado Municipal League asking for the Fort Collins voting
delegate for the upcoming annual meeting in June. A motion will be added to the June 1 meeting for
Council to consider appointing Mayor Arndt as the voting delegate.

Deputy City Manager Stannert:
• Noted that two community listening sessions have been held related to the Chief Equity Officer position
that included participation from members of the Human Relations Commission. The Chair or Vice Chair
of the Commission will be invited to participate as part of the interview process for this position.
Additionally, the entire Commission will be invited to participate in the stakeholder forums that will be
held. Council will be invited to participate in the stakeholder forums and a breakfast meeting with the
finalists.
Deputy City Manager DiMartino:
• Noted that Code revisions related to marijuana will be coming forward for Council consideration,
possibly on June 15. The item will include: 1) an update to the smoking ordinance to include vaping and
all smokable products; 2) extending store hours to 10 p.m. (from 8 p.m.); 3) a change in the prohibition
of individuals who have a felony from 10 years to 3 years; and 4) removing regulations that limit medical
sales to 2 ounces within a 7-day period. The changes are being recommended to help align items with
the State. Mayor Pro Tem Gorgol noted there may be concerns about removing regulations that limit
medical sales. City Manager Atteberry will follow up. It was suggested that it might be good to
postpone this item until after the State legislative session has ended to determine if there are other
things that need to be considered as part of this item. HB-1317 relates and is moving through the
legislative process now.
• Noted eight neighbors asked for assistance with clearing tree limbs through the Adopt-A-Neighbor
program. All have been matched with volunteers.
• Noted the Whitewater Park was shut down over the weekend due to safety concerns. Eight individuals
had to be rescued within a 24-hour period. Council may start hearing from some kayakers about their
frustration with the closure.
City Attorney Daggett:
• Noted it might make sense to look at current Code and the Council Rules of Procedure to determine if
changes are necessary to clarify the process for Council to request follow up or to direct staff to bring
forward legislative items and/or a new program. More information will be provided on this shortly.
City Manager Atteberry:
• Noted a letter was sent to Larimer County Manager Hoffman requesting that the County not approve a
new billboard on I-25 east of Prospect. He also informed her that the Council will be providing staff with
further direction on the billboard at I-25 and Harmony at its upcoming meeting.
• Noted staff will be rolling out a new webpage for Councilmembers giving them one place where they
can access a variety of items such as the Council Resource Guide, SAR activity, the Council dashboard,
etc.

• Noted the consultant has provided a draft report from the retreat. Information related to this will be
provided in the upcoming Thursday packet.
• Noted he met with the Homeless Advisory Committee last week. He provided some clarity around
related decision-making responsibilities and stated there is continued work that needs to occur in this
space. The community has a tough decision to make about 24/7 sheltering for the homeless in Fort
Collins. More information will be provided prior to the upcoming work session related to this.
• Noted that Wade Troxell will be awarded the Sam Mamet Good Governance Award through the
Colorado Municipal League. This will be done as part of its annual conference held in September.
• Noted that he plans to terminate the emergency parking rules related to RVs in neighborhoods. This is
expected to be done this week.
• Noted the Larimer County Commissioners are contemplating funding a $100K high level study on
broadband services for county residents. Partnerships with Connexion and Loveland’s Pulse broadband
are expected as part of this.
• Noted the City has been asked to participate in a German Marshall Fund project called Cities Fortifying
Democracy. The project is intended to create a dynamic dialogue among City peers to help build trust
within communities and keep democracy strong. The City will join representatives from Charlotte,
Minneapolis, Athens, Barcelona, Dublin, Prague and others. The Mayor noted that she is participating as
part of a Healthier Democracies group that is looking at best practices related to this from other
countries and that a partnership between these groups would be good.
• Asked about the Boxelder Basin Regional Stormwater Authority vacancy. He asked that the Clerk’s office
reach out to the County to get these efforts started. The City Attorney noted that there is a limited
number of affiliated members that can sit on this board. (Staff has since confirmed that currently there
is not an affiliated “joint” member, which would enable a Councilmember or City employee to serve in
the joint City-County Board seat.)
• Noted the Police awards event is scheduled for June 3. He encouraged as many Councilmembers to
attend as possible. Calendar invites will be sent if they have not been already.
• Noted the Economic Health Office has updated business engagement resource kits, which was included
in the Thursday packet. He will be discussing this with each Councilmember at upcoming 1x1 meetings.
The kits are tools to help Councilmembers connect with businesses in their districts.
• Noted discussions have continued with Colorado State University and others related to possible land
purchases/land swaps related to the Hughes Stadium property.
Mayor Pro Tem Gorgol:
• Asked about Council bios that were discussed at the Council retreat and asked how staff was planning to
follow up on this. Staff is asked to follow up to assist with this effort.

• Asked about the memo recently sent regarding mobile home parks and asked if the Neighbor-to-
Neighbor assistance was only available to those affected by COVID in some way. Staff is asked to follow
up. She also asked about the long-term items that could be done to help move from a reactionary mode
to a proactive mode related to this. Deputy City Manager Stannert stated that long term strategies will
be discussed as part of the upcoming work session.
• Asked about next steps related to Indigenous People Day. Deputy City Manager Stannert noted that
staff is working with various stakeholder groups to find out more about what people are looking for in
this regard. Staff will provide more information to Council in a few weeks.
Mayor Arndt:
• Participated in a meeting related to agriculture water. She noted the need for a regional water working
group.
• Met with a representative of the Boys and Girls Club and noted they want to move to a campus model
providing services from pre-Kindergarten through age 18.
• Submitted an application to be included in the upcoming Bloomberg Harvard City Leadership program.
• Met with representatives from Visit Fort Collins about bringing people together and the new tourism
district.
• Met with a rabbi and others regarding creating a voice for people. She noted her support for these
efforts.
• Noted the legislature will turn over in two years and that it might be time to reconsider hiring a lobbyist
to assist the City in having its voice heard at the Capitol.
