HomeMy WebLinkAboutMemo - Read Before Packet - 5/18/2021 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - May 17, 2021 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 17, 2021 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, Deputy City Attorney John Duval, and City Clerk Delynn Coldiron met on Monday, May 17, and the following summarizes the discussions that began at 7:36 a.m. May 18, 2021 Regular Meeting: Agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting. At this point, all Councilmembers are anticipated to be at the May 18 meeting in person. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. Although the City Manager plans to terminate the current emergency ordinance in place requiring masks based on recent State, Center for Disease Control and Health Department guidelines, time for a thoughtful transition in this regard is needed. Wearing masks will be optional for those who have been vaccinated. Social distancing protocols will remain in effect for this meeting which limits the number of individuals that can be present in Chambers. Additional seating will be available in the Council Information Center (CIC) and the lobby. Overflow arrangements will be in place if needed. In the event there are more people that want to speak to Council in person than can be accommodated within the building, a line will be formed outside of the building. The Mayor will cover more of this information as part of her comments tomorrow night. • Hughes Stadium Property Rezoning – This item will be pulled from the Consent Calendar by the City Manager to ensure that the new lighting standards are incorporated into the Ordinance. • Council Liaison Assignments – This item is expected to be pulled from the Consent Calendar by members of the public over concerns related to the Platte River Power Authority appointment. A read before memo is requested that identifies the current members and titles of the Platte River Power Authority board and what the historical membership has been over the past few years. • Executive Sessions – Council will consider a motion to enter two executive sessions to discuss legal requirements around: 1) Billboard at I-25/Harmony and 2) Utility/Broadband billing system. Council is expected to consider a motion, as part of its regular meeting, giving staff direction on whether or not to appeal the Court’s decision on the billboard item once the executive sessions have concluded. Leadership Planning Team Meeting May 17, 2021 Page 2 of 3 • Motion to Adjourn to May 25 – Council will consider this motion to enable a possible executive session related to the Northern Integrated Supply Project (NISP). 6-Month Calendar: • May 25: o Northern Integrated Supply Project (NISP) – An executive session related to this item is likely to be scheduled. • May 27: o Urban Renewal Authority Meeting – New members will be sworn in and a new Vice Chair selected. • June 8: o Visit Fort Collins Master Plan was added to the calendar (moved from May 25). • June 15: o An executive session related to Broadband was added to the calendar. • June 29: o Council retreat follow up meeting will be scheduled, pending availability of all Councilmembers. • July 13: o Housing Strategic Plan – Implementation Roadmap was added to the calendar. o Broadband work session item was added to the calendar (moved from June 15). • July 27: o Homelessness Advisory Committee report on shelter options was added to the calendar. • October 12: o Homelessness Update was added to the calendar. Deputy City Manager DiMartino: • Reported that Community Services Director interviews are occurring today. There is a stakeholder forum related to this scheduled for this evening; several Councilmembers will be attending. Deputy City Attorney Duval: • Noted he will be filling in for City Attorney Carrie Daggett in her absence this week. Leadership Planning Team Meeting May 17, 2021 Page 3 of 3 City Manager Atteberry: • Asked about the Boxelder Basin Regional Stormwater Authority vacancy now that Gerry Horak resigned. Staff is asked to report back on whether this vacancy is the joint City/County appointed position and on next steps for filling the position. • Noted he has continued his discussions with Dr. Tony Frank, Colorado State University (CSU), related to possible purchase options related to the Hughes Stadium property, including potential land swaps. The price continues to be estimated somewhere between the $10M and $14M range. Mayor Pro Tem Gorgol: • Requested that potential options for moving the Council Finance Committee’s regular meetings be discussed at the upcoming Council Finance Committee meeting. • Asked about whether the Human Relations Committee has been given opportunity to participate in the hiring process for the Chief Equity Officer position. She noted that the Equity Office would be a good place to help this Commission pursue the items they are interested in. • Noted Councilmembers are receiving a number of emails related to the lot rent increase at the North College Mobile Home Park and asked if staff could report back on any tools that exist to help address the issue. If not, she asked whether local enforcement options could be developed quickly. Mayor Arndt: • Is interested in finding ways to better manage public comment during Council meetings to help facilitate getting through Council’s agenda in a reasonable manner. Staff is asked to research what other jurisdictions are doing in this space, including requiring sign ups prior to meetings, etc. Staff will provide related options in the next few weeks. • Noted she met with representatives from the Chamber of Commerce in Fort Collins to discuss the proposed legal defense fund. The meeting went well. • Noted she met with an individual about housing who had some innovative housing finance ideas. Meeting adjourned at 9:18 a.m.
