RE: COUNCIL REQUEST: PREVIOUS MEMO ON MINIMUM WAGE
This memorandum responds to a request made by City Council at the May 4, 2021 regular meeting to
resend a previous memo on increasing the minimum wage locally dated October 3, 2019.
BOTTOM LINE:
The attached memo was produced by the Economic Health Office in response to a request by Council to
evaluate increasing the local minimum wage. The memo provides an outline of the process to meet the
requirements of House Bill 2019-1210 (HB 19-1210), which allows for local municipalities to set their
own minimum wage. The process would require extensive engagement, time, and additional resources.
BACKGROUND:
Shortly after the passage of HB 19-1210 Council requested a memo regarding the process necessary to
evaluate increasing the local minimum wage. The attached memo dated October 3, 2019 provides an
overview of the process, the estimated time necessary to complete the legally required engagement, and
the estimated cost of the proposed work. The EHO office has not had time to update the content of the
attached memo and can do so if Council requests additional information or makes increasing the local
minimum wage a priority.
