1041 Regulations
1041 Regulations
Allow local governments to identify, designate, and regulate areas and
activities of state interest through a local permitting process
The purpose is to give local governments control over development projects
occurring within their jurisdiction even when the project has statewide

Next Steps
If Council adopts the resolution:
Resolution does not establish 1041 regulations or initiate the process of
designating areas and activities of state interest
Provides direction to staff to begin investigating and evaluating whether
these regulations would help the City better achieve policy goals
Staff would conduct research and compile information about the process and
the consequences of designating certain areas or activities as state interests
Return to Council later this summer to explore options
