RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met
on Monday, April 26, and the following summarizes the discussions that began at 7:40 a.m.
April 27, 2021 Special Meeting:
Agenda items for the meeting were reviewed.
• This Council meeting will be a hybrid meeting. All Councilmembers have indicated they will be present
in person in Council Chambers. Public participation for the meeting will be available in four ways: in
person, by phone, online through Zoom and by email. Wearing masks will be required. Strict social
distancing protocols will remain in effect which limits the number of individuals that can be present in
Chambers. Additional seating will be available in the Council Information Center (CIC) and the lobby.
Overflow arrangements will be in place if needed. In the event there are more people that want to
speak to Council in person than can be accommodated within the building, a line will be formed outside
of the building. Inclement weather is expected so individuals are encouraged to participate in the
meeting remotely through Zoom.
• A small reception will be held at the end of the meeting for incoming and outgoing Councilmembers and
their guests.
May 4, 2021 Regular Meeting:
Draft agenda items for the meeting were reviewed.
• Meeting format – It is anticipated that this will be a hybrid meeting. This will be confirmed at next
week’s Leadership Planning Team meeting.
• Proclamations – It is anticipated that summaries will be read for these items. However, there is some
chance that we will move back to the process where proclamations will be read in their entirety and
people can be present in Council Chambers to accept them. This will be decided at next week’s
Leadership Planning Team meeting. Individuals with scheduled proclamations should have an
individual(s) selected to accept the proclamation if it is decided to do these in person.

• Second reading appropriating reserves for Cultural Development and Programming Activities and
Tourism Programming – This item appropriates $252,818 as part of Fort Fund efforts. Councilmember
Gorgol had a question about why City programs or programs from other taxing entities are eligible to
receive funding from Fort Fund. This question was answered as a Service Area Request 61315. The

• Supplemental Appropriations for the Epic Homes Program – This item appropriates $69,000 in grant
funds from Bloomberg Philanthropies as part of the Bloomberg Mayor’s Challenge. It was noted that
more applications have been submitted for additional Bloomberg funding and that staff intends to
continue with these efforts with the new Mayor.
• Eagle View Natural Area – This item would vacate a portion of County Road 34E and County Road 7 as
well as grant an easement to the North Poudre Irrigation Company. There was discussion on whether
these items could be postponed. The item has been through the Land Conservation Stewardship Board
and received a recommendation for approval. Staff is hoping to keep this moving forward so these
things get done prior to retirements of key natural areas staff.
• Gil Boyer Annexation – This is a voluntary annexation without any known controversy.
• Foothills Mall Metropolitan District – The purpose of this item is to appoint members to the Foothills
Mall Metropolitan District Board of Directors. In late 2020, the owner of Foothills Mall mistaken
transferred property to the Metropolitan District that rendered two individuals ineligible to serve on the
Board of Directors and inadvertently vacated the Board of Directors. This item reappoints these two
representatives to the Board of Directors. Staff is asked to clarify whether the same representatives are
being appointed and, if so, what changed to make them re-eligible for the appointment.
• Hughes Stadium Rezoning – Significant public comment is expected on this item.
o An executive session related to real property acquisition is expected.
• There is some interest in rescheduling an agenda item related to the immigration legal defense fund.
This will be discussed with the new Mayor and Mayor Pro Tem to determine whether to publish an
ordinance and also will be discussed at the next Leadership Planning Team meeting.
• There is some interest in adding an agenda item presenting a resolution for Council consideration
related to 1041 regulations in follow up to the discussion last week under Other Business. This would
enable Council to give staff formal direction related to this.
6-Month Calendar:
• May 7/8:
o Confirmed date for the Council Retreat. It will be held at the Innosphere Building, 320 E. Vine
Drive, Suite 101. The retreat is scheduled on Friday from 5:00 p.m. - 9:00 p.m. Dinner will be
provided for Council and its direct reports. The retreat will continue on Saturday from 8:00 a.m.
- 5:00 p.m. Breakfast and lunch will be provided for ELT/Council and its direct reports. The
retreat will provide an opportunity for Council to discuss and identify priorities as well as Council
assignments.

• May 18:
o O’Dell’s Entertainment District has been added to the calendar. Staff is asked to provide a
memo that gives the new Council information related to Entertainment Districts.
• June 1:
o Staff Report: Update on the Linden Street Project was added to the calendar. This item should
include a timeline on when additional Linden Street improvements will begin.
• July 13:
o Mobile Home Park Enforcement Program was added to the calendar.
• Other:
o There was a question about when the Planning & Zoning Board appointment should be added to
the calendar. More direction will be given on this after the Council Retreat scheduled for May
7/8.
City Clerk Coldiron:
• Provided an update on election efforts:
o 11 election complaints were filed. All but one has been resolved. There are also some follow up
questions outstanding.
o All other election activities have been finalized.
Deputy City Manager Kyle Stannert:
Reported that staff and a homeowner on Mountain Avenue have resolved many of the issues related to
historic preservation requirements related to a current development project. The next step that was
mutually agreed upon was to schedule a design staff meeting.
Deputy City Manager Kelly DiMartino:
• Noted May 3 is the date the utility delinquency disconnects will resume. Staff is asked to provide a
memo related to this for the new Council. Connexion disconnects have continued. In April there were
27 delinquent accounts; 15 were suspended (12 resolved) and 3 were terminated.
• Noted that Natural Areas has leased surface rights at Fossil Creek Reservoir since 2002. The lease
expired at the end of last year and, so far, the owners have declined the City’s request for a new lease.
There is concern about the potential for hunting in the area if a lease is provided to a different lessee.
Staff continues to explore options and pursue discussions about reinstating the lease; LPT discussed
other potential strategies to support this effort.
• Reported that Hageman’s received 525 cubic yards of material related to storm clean-up (50% drop) and
318 vehicles visited the Hughes site (75%) drop. Both locations will remain open until May 7. She also

noted that the City’s Adopt-A-Neighbor program is coordinating volunteers to help with storm clean-up
for elderly and other individuals who cannot do this work on their own. It was noted that there are a lot
of broken branches remaining on private property, some of which are hazardous. These items should be
reported to Neighborhood Services. As well, if branches are piled up in the City’s right-of-way within the
designated hot zone, this should be reported to the Streets Department so the City can pick these up.
City Attorney Daggett:
• Noted that further discussion is needed about bringing forward an ordinance on May 18 related to
board recusals. This would help provide very clear direction regarding when board and commission
members should recuse themselves from quasi-judicial items coming before their board.
City Manager Atteberry:
• Noted he has had good conversations with the incoming Mayor and Councilmembers.
• Noted this weekend is free mulch giveaway at the City property on Hoffman Mill Road. The related

• Noted the City has been recognized as the #4 Best City in the US to own an electric car. The article can

Mayor Pro Tem Cunniff:
• Thanked staff for the support he has received over the past several years.
• Noted a resident reached out regarding the need for emergency access at a property next to Bobcat
Ridge. He will forward the message to staff.
Mayor Troxell:
• Thanked staff for the support he has received over the past several years.
• Noted it would be good to introduce Mayor Elect Arndt at the upcoming National League of Cities virtual
communities meeting.
• Noted the School District Liaison Committee met last week. ARP funding and diversity in hiring practices
were discussed. Travis Storin and SeonAh Kendall presented. The group had a great conversation.
• Asked about the City/CSU Liaison Committee and whether this was restarting. The City Manager plans
to reach out to Colorado State University President Joyce McConnell to talk more about this.
Information will be provided as it becomes available.
• Asked whether the Wasteshed Committee was meeting again. Staff is asked to follow up.

• Participated in his last Bloomberg Harvard leadership meeting. The main topic other than COVID related
issues was on how to write for busy people. The information was really good! City Manager Atteberry
will provide the power point to all ELT members.
• Met with Libby Clark and Teresa Roche regarding total compensation and the differences between
Platte River Power Authority and the City processes. This was a good conversation.
• Participated on a call with the Chairwoman of the Gridwise Alliance. She was involved with the field
hearing done in Boulder a couple of years ago. This was also a good conversation.
• Will be participating in a site visit to Tortillas Las 4 Americas, a local tortilla manufacturer.
• Will be participating in a meeting today, along with City staff, with CSU student athletes and exploring
how to tap into this group of individuals for recruitment purposes.
• Will be meeting with the Mayor of Salt Lake City, Utah tomorrow. Visitors from Provo, Utah will be here
today. They are expected to arrive at 10:30 a.m. and will do a walking tour around the downtown. They
also plan to visit the Museum of Discovery. They are interested in best practices related to arts and
downtown revitalization.
