RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all
by video-conference call) met on Monday, April 19, and the following summarizes the discussions that began at
7:32 a.m.
April 20, 2021 Regular Meeting:
Agenda items for the meeting were reviewed.
• This Council meeting will be remote. Public participation for the meeting will be available in three ways:
by phone, online through Zoom and by email.
• East Park District Maintenance Facility – This development plan includes the construction of a
maintenance facility located slightly west of the wastewater treatment facility located on East Drake
Road. The facility will support a significant park portfolio on the southeast side of the city, including a
new community park that will be built adjacent to the proposed facility.
• Appointment to Planning & Zoning Board – It is anticipated that this item will be pulled to allow for
additional discussion. Jerry Gavaldon and Kathryn Dubiel were both identified as backup choices for
future vacancies based on the interview process.
• Policy for Reviewing Service Plans of Metropolitan Districts – There was discussion about the process
that will be included with this item and whether Council will have a chance to formally vote to give clear
indication to all involved about whether Council supports or opposes what has been proposed. A
revision will be proposed to ensure that this is included.
• Legal Immigration Fund –This item is scheduled to go before the Council Finance Committee today.
There is a chance this item will be withdrawn from the April 20th meeting agenda for additional
work/study.

• Consideration of a motion to call a Special Meeting on April 27 – This will include the following items:
o Organization of the new City Council, including swearing in of the new Mayor and
Councilmembers and selection of a Mayor Pro Tem;
o Resolutions of Appreciation for outgoing Councilmembers; and
o A Resolution making an interim appointment to the Board of Directors of Platte River Power
Authority.
6-Month Calendar:
• May 4:
o Hughes Rezoning has been added to the calendar.
• June 1:
o Staff Report: Update on the Linden Street Project will be added to the calendar. This item
should include a timeline on when additional Linden Street improvements will begin.
• August 24 – year end:
o All budget items have been added to the calendar.
• Other:
o There was a question about when a mobile home park appropriation might move forward
related to Hickory Village. A resolution indicating Council commitment (subject to later approval
of an appropriation) is the recommended next step after meeting with stakeholders. Staff will
provide a read-before memo providing additional detail for Council on this item.
City Clerk Coldiron:
• Provided an update on election efforts:
o April 15, 2021 – Final count of remaining ballots was done.
This resulted in some minor changes to the Councilmember races; however, the
differences did not change the overall results reported on April 6, 2021.
o April 16, 2021 – Certification of the election was done.
o April 21, 2021 – Deadline for someone to request a recount.
To date, we have not received indication that anyone will be requesting a recount.

Deputy City Manager Kelly DiMartino:
• Noted that crews have completed work in the severe zone in terms of curb side pick-up for branches.
Forestry crews are now working in cemeteries, parks and golf courses. There has been some decrease in
public participation at drop off sites. The sites will remain open for branch drop-off for three more
weeks.
• Noted that the swimming pool at the Senior Center will re-open in October 2021 (presuming COVID
improvements continue) to meet increasing demand. Given the slow approach to reopening Recreation
facilities throughout the year, funds are available in the adopted budget and this timing has been
coordinated to accommodate season peaks for fall Aqua-Fitness classes.
• Noted that the Lincoln Center anticipates a fall programming season and will be doing limited late
spring/early summer events as possible.
City Manager Atteberry:
• Noted he was able to provide former Mayor/Councilmember Ray Martinez a tour of the new Police
Training Facility. He invited Mayor Troxell and Mayor Pro Tem Cunniff to stay engaged in any items of
interest to them after their terms end. There was brief discussion about the idea of creating some type
of Council and staff alumni group to help people stay engaged and to provide opportunities to share
information and expertise.
• Noted the Poudre School District has selected Brian Kingsley as its new Superintendent. Contract
negotiations are underway.
• Noted he has received correspondence from Colorado State University President Joyce McConnell
introducing him to the individual who will be representing Native American perspectives on staff. He
added that ASCSU is anticipated to move forward with a request for the City to change the name of
Pitkin Street. The importance of historical context and of having a deliberative public engagement
process related to this was mentioned.
Mayor Pro Tem Cunniff:
• Asked about whether Council could redirect staff to evaluate potential ways for the City to regulate the
NISP project elements in the City in addition to the Site Plan Advisory Review process. It was noted
Council should bring this up under Other Business to request staff work on this if there is interest in that.
