RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all
by video-conference call) met on Monday, April 12, and the following summarizes the discussions that began at
7:33 a.m.
April 13, 2021 Work Session:
Agenda items for the meeting were reviewed.
• This Council work session will be remote. As is customary for work sessions, no public participation for
the meeting will be available.
• Hickory Village Mobile Home Park – This item will provide Council with an update on efforts by Hickory
Village residents to form a resident-owned community. The City is serving in a convening role to help
facilitate the sharing of information.
• Financial Update and Response to COVID-19 Pandemic Impacts – This item will provide Council with an
update to the City’s preliminary financial condition at year-end 2020, to illustrate the response to the
economic impacts of the COVID-19 pandemic, to provide an updated outlook for the balance of 2021
and to offer a first glimpse into the environment facing the City as we start the process of evaluating the
2022 budget.
• Council End of Term Report – This item will provide a review of Council’s work plan, priorities and
highlight accomplishments of Council’s 2019-2021 term.
o One of the priorities, undergrounding of electric infrastructure (transmission and distribution
lines) was discussed. Rapid charge technology and electrification were briefly discussed as well
as related impacts. Active distribution system management is going to become important at the
local government level. Need to be strategic about this moving forward.
April 20, 2021 Regular Meeting:
Draft agenda items for the meeting were reviewed.
• Grant Award for the Can-Do Colorado E-Bike Program – The funding for this item is coming from the
Colorado Energy Office.

• Meadow Springs Ranch – The 11.4-acre parcel is located in the northeast portion of the property and is
a sliver of land separated from the main property that was thought to be already owned by the adjacent
ranch owner. It was suggested that the item summary be adjusted to include this information.
• Legal Immigration Fund – It was requested that the Ordinance include a blank for the amount of the
fund to enable Council to discuss and determine an appropriate amount.
• Motion for special meeting on April 27 should include a list of items that will be considered. Resolutions
of appreciation and an interim appointment to the Platte River Power Authority Board should be added.
6-Month Calendar:
• April 22:
o Urban Renewal Authority Board Meeting has been canceled due to lack of agenda items.
• June 1:
o Staff Report: Equity, Inclusivity and Diversity in Local Historic Resources was added to the
calendar (moved from June 15).
• June 15:
o Code changes related to the Utilities Income Qualified Assistance Program was added to the
calendar.
• July 20:
o Tourism Improvement District was added to the calendar.
• August 3:
o National Night Out was added to the calendar.
City Clerk Coldiron:
• Provided an update on election efforts:
o April 14, 2021 – Deadline for any overseas ballots or signature discrepancy affidavits to be
received by the City Clerk’s office. These items must be received by 5:00 p.m.
1,333 ballots were mailed to military and overseas voters.
145 letters were mailed regarding ballots with signature discrepancies.
o April 15, 2021 – Final count of remaining ballots.
Will include any military/overseas ballots that have been returned that were
postmarked by 7 p.m. on election day.
Will include any ballots where signature discrepancies were corrected.
Will include all precinct ballots that were withheld to protect the privacy of the
military/overseas voters, or those who corrected signature discrepancies.

o April 16, 2021 – Certification of the election will occur.
o April 21, 2021 – Deadline for someone to request a recount.
District 1 and District 4 races are very close. Neither are within the range that requires
an automatic recount.
If someone requests a recount, they will have to pay for it.
• Unexpended campaign contributions can be used for this.
• The LPT gave many kudos to the City Clerk team for the leadership shown and the many efforts that
have occurred over the past few months to prepare for and execute the election. Job well done!
Deputy City Manager Kelly DiMartino:
• Noted that crews have completed work in the severe zone in terms of curb side pick-up for branches.
Forestry crews have trimmed 1,364 trees; estimate it will take 6-9 months to get through the entire city.
They are prioritizing trees where there are safety concerns.
Hageman’s and the Hughes Stadium site continue to accept broken branches. The sites will remain
open through May 7. Staff is asked to follow up on whether there is any type of certification occurring
that the trees are disease free.
An appropriation ordinance to cover storm clean-up is expected soon. It will be added to the 6-month
planning calendar.
• Noted a SAR that was recently submitted from a resident who has concerns with the City’s Recreation
Department. City Manager Atteberry and Mayor Pro Tem Cunniff will discuss this as part of their
upcoming 1x1 meeting.
City Manager Atteberry:
• Noted that he had a conversation with Colorado State University (CSU) President Joyce McConnell
where he was informed that a group of CSU students plan to request that the City rename Pitkin Street.
Staff is investigating implications and options.
• Encouraged Council to look at the capital project updates provided in the latest City Manager’s Report.
There is a lot of great work occurring.
• Noted there are a lot of moving parts related to the Hughes item that are underway. Staff will provide a
memo to update Council.
Mayor Pro Tem Cunniff:
• Asked staff for an economic health update related to the additional federal monies that the City expects
to receive and how these will be used. Support for businesses should be highlighted.

Mayor Troxell:
• Noted some things that are scheduled at The Exchange related to 4/20. He expressed concerns about
advertising and crossing of lines between marijuana activities and liquor licensed establishments. He
also noted that billboard signage may be crossing lines as vaping companies are paying for signs calling
out dispensaries and giving directions on how to get there. Staff is asked to follow up.
