Staff recommends keeping this order in place until Larimer County moves to the next higher level (blue) on the COVID dial or if COVID restrictions are lifted and the dial no longer exists. Background Emergency Order No. 2020-05A was effective on March 30, 2020. To date the order being in place is not significantly or measurably impacting neighborhood livability, therefore, staff have not recommended any changes. It has provided people options while dealing with COVID restrictions. This order was considered for sunset last August. The decision was made to continue to the order because of the following factors: There was a possibility Larimer County could revert back to a Stay-at-Home phase. o Both PSD and TSD had delayed school start dates and the City also needed to reassess reopening plans. Council may have political concerns regarding ending this option. o During the conversations regarding closing the temporary shelter at Aztlan this option was mentioned as an alternative resource. o At the time there was increased attention being focused on illegal camping in Library Park. Two from asking if the order allowed them to keep their RV in their driveway rather than paying storage fees for the season. Staff are not aware of any other jurisdictions with this type of order. Staff plans to request this order sunset whenever Larimer County moves to the next higher level (blue) on the COVID dial or if COVID restrictions are lifted and the dial no longer exists.
