Dates and RSVP information for the upcoming community summit is also included below. Housing Strategic Plan Transition to Implementation With the unanimous adoption of the Housing Strategic Plan, the housing work has transitioned to implementation. The first step to kickoff implementation is a Community Summit. This virtual event strategies. The summit includes four workshops to dive in more deeply on the 26 strategies and co-create roadmaps to lead to measurable, concrete next steps. Topics for each session include the following: Workshop 1 (Thursday, April 22 from 5:30-8 pm): Increase housing supply and choice Workshop 2 (Saturday, April 24 from 1:30-4 pm): Improve housing stability and health Workshop 3 (Monday, April 26 from 5:30-8 pm): Build and preserve affordable housing Wrap-up event (Monday, May 3 from 6-7:30 pm): Review of outcomes and next steps Community members can RSVP for the event at www.fcgov.com/housing and more information will be provided via social media, press releases, etc. in the coming weeks to ensure participation from a wide range of stakeholders and sectors. Stipends of $40 per meeting are being provided to community attendees in recognition of their expertise and time commitment, and to ensure accessibility of the event for all community members. Housing Updates. In addition to plan adoption, housing work throughout the community continues to progress, including the following: Construction has begun on the Volunteers of America (VOA) Cadence Senior Residences. Cadence will provide 55 units of one- and two-bedroom apartment homes for 1 Kyle Stannert, Deputy City Manager; Jackie Kozak Thiel, Chief Sustainability Officer; Theresa Connor, Utilities Executive Director; Caryn Champine, Planning, Development, and Transportation (PDT) Director; Julie Brewen, Housing Catalyst CEO; Travis Storing, Chief Financial Officer; Josh Birks, Economic Health Director; Dave Lenz, Finance Planning and Analysis Director; Beth Sowder, Social Sustainability Director 2 Lindsay Ex, Interim Housing Manager; Meaghan Overton, Sr City Planner; Clay Frickey, Redevelopment Program Manager; Marcy Yoder, Neighborhood Services Manager; Sue Beck-Ferkiss, Social Policy and Housing Programs Manager; Maren Bzdek, Sr City Planner; Victoria Shaw; Sr Financial Analyst; Leo Escalante, Public Engagement specialist; Sylvia Tatman-Burruss, City Planner; Shawna VanZee, Associate City Planner; DeAngelo Bowden, Social Sustainability Specialist; Megan DeMasters, Environmental Sustainability Specialist 2 seniors, age 55 and older, earning 20 to 80 percent of the area median income, ranging from approximately $13,000 to $60,000. Volunteers of America Colorado will provide property and case management services on-site, and a full-time service coordinator will connect residents to programs and resources in the community, with an emphasis on healthy aging. Completion anticipated in Spring of 2022. The City received one request for the entire $9.4M 2021 Allocation of Private Activity Bonds from Housing Catalyst (HC) for the rehabilitation and new construction of affordable housing. This will be scheduled for Council consideration later this spring. The City received two requests ence and for HC Oak 140 developments. Both these communities include qualifying apartments priced to households making no more than 30% area median income. These requests will be reviewed by Council Finance Committee at their April meeting. Land Use Code Phase One Update: After unanimous adoption of the off-cycle appropriation in March, staff developed the Request for Proposals to advance this work. The RFP will close on April 7 and a consultant is anticipated to be onboarded in Q2. Grants and funding support o Fort Collins Utilities, in partnership with International Center for Appropriate and Sustainable Technologies (ICAST) and an incredible suite of partners, including local affordable housing partners, regional academic institutions, and National Renewable Energy Laboratory (NREL) amongst others, has submitted a proposal the $10M grant would fund energy efficiency improvements and grid flexibility options for five affordable housing properties, reducing low-income households utility bills and carbon emissions. Staff will learn in Q3 if the grant has been awarded. o The City has been awarded a fellowship through the Harvard Kennedy School of Business to improve our financial analysis of the 26 strategies as we transition to implementation; the fellow will work with us for 16 weeks this coming summer. Ad Hoc Housing Committee The April meeting will be the final Ad Hoc Housing Committee meeting (their packet is also end-of-term report.
