RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and Executive Administrative
Assistant Sarah Kane (all by video-conference call) met on Monday, March 29, and the following summarizes the
discussions that began at 7:31 a.m.
March 30, 2021 - 5th Tuesday
No meeting scheduled.
April 6, 2021 Regular Meeting:
Meeting canceled for Municipal Election.
6-Month Calendar:
• April 13 Work Session:
o An item on City Financial Status and Outlook has been added.
o Mayor Pro Tem Cunniff and Councilmember Gorgol met with Thisl representatives who asked if
the City could supply seed money for their purchase of Hickory Park Mobile Home Park. Staff
from PDT, SSA and Finance are asked to follow up and present information on April 13 due to
the tight timeframe Thisl is working on.
o Discussions about Remote Council meetings should be included in the “End of Term Report”
item.
Consensus was that the decision will be made with new Council based on health metrics
in the community, along with established data and milestones.
• April 20 Regular Meeting:
o An item on Municipal Immigration Legal Fund mid-cycle budget appropriation has been added
based on direction following March 23 work session. The amount is expected to be in the
$100,000-150,000 range.
o Staff is asked to add this item to Council Finance Committee agenda on April 19.

o It was noted House Bill 1194 is being considered by the General Assembly and is state legislation
establishing an immigration legal defense program and providing state funding. As proposed it
would appropriate $100,000 for the 2021-22 state fiscal year (starting July 2021).
• April 27 Special Meeting:
o Assuming final election certification, is date for New Council Organizational Meeting and
Resolutions of Appreciation.
o Add “Selection of Mayor Pro Tem” to agenda.
o Leadership Planning Team will discuss if meeting will be hybrid or remote.
These are summaries of Council follow up requests from recent Other Business discussions:
o March 23, 2021:
• Gun Violence - request to City Attorney’s Office to resend memo on limits and options that
Council has on gun violence. Requested evaluation within the City’s legislative priorities as
bills come forward.
• Concern about transparency during federal immigration policy on southern border. Staff will
discuss item with our Congressional delegation. Although this item is not overtly stated in
the legislative policy, it was supported by several Councilmembers.
Deputy City Manager Kyle Stannert:
• Noted election activities continue in the City Clerk’s Office. Several related items were discussed:
o All ballots have been mailed out. FAQs are available on the website.
o The Ballot Processing Center opens today at the Lincoln Center.
o Regarding election observers, Molly Skold’s campaign has asked for observers at the three sites.
o Mayor asked about getting a new ballot if voters want to change their vote. If they have a
“spoiled” ballot in hand and need a replacement, staff will give them a new ballot to fill out. The
"spoiled” one is retained per election process. Once the ballot is sent in the mail or dropped in
the ballot boxes, then it is considered to have been cast and cannot be retrieved by a voter.
Deputy City Manager DiMartino:
• Noted staff is halfway through branch pickup. Both sites are opened (Hageman’s and former Hughes
Stadium site) and over 1100 vehicles visited Hughes site on the weekend.
• Staff is asked to provide weekly updates for LPT regarding user volumes at Hageman and Hughes.

City Attorney Carrie Daggett:
• Noted the statewide opioid settlement discussions are progressing well. The MOU development is in the
process of getting a proposal for local governments to review and more information will be available
late spring/early summer.
City Manager Atteberry:
• Reported on the City’s Respectful Workplace Policy which was established in 2019.
• Staff is monitoring the current extension of the state-wide face covering mandate in anticipation that
future action may be required at the local level. Darin will discuss further with Tom Gonzales and advise
on possible City actions.
• Noted he presented to North Fort Collins Business Association members (NFCBA) on March 24 and
discussed City updates. Darin reiterated the importance of elected representatives on issues that affect
NFCBA.
• Contacted Larimer County Manager Linda Hoffmann regarding potential partnership on an immigration
legal defense fund. She had additional ideas on how to partner such as contacting industries that rely on
immigrant employees. This will be discussed as part of the follow up with Council Finance Committee.
• A new park name for a neighborhood park has been proposed by the staff team and Darin is supportive
of this name. Traverse Park is recommended as the park is designed as a journey through environmental
features. Staff is asked to provide a Thursday packet memo.
• Mentioned COVID vaccinations for City employees and Councilmembers during 1.B.4 (continuity of
government) phase. Larimer County Health Director Tom Gonzales reported 850 doses were being
administered per day at the Ranch site, which has up to 3000 per day capacity. Vaccinations are not
mandatory for City employees returning to work.
• There is a vacancy on P&Z Board. From the alternate candidates identified last summer Jerry Gavaldon’s
name to be added to the resolution for April 20.
• Recently reviewed a October 3, 2017 letter from then CSU-president Tony Frank which noted that
becoming a gigabit city is important. CSU President Joyce McConnell is leading the university through a
Transformative Strategic Planning process; they want to be a connected community in terms of
technology and how the university interacts within the Fort Collins community.
• A fatal fire occurred last night on Pederson Street and the investigations are ongoing.
Mayor Pro Tem Cunniff:
• He may ask under April 20 Other Business to have the City Manager work on a process for presenters
during Work Sessions.

• Asked for update on RV Parking on driveways COVID Exemption status. The scheduled update will be
provided as a Thursday packet memo.
• Noted the vaccination website for Larimer County is very popular and often too full to schedule
appointments and doesn’t provide good explanation of options when no current openings are available.
Mayor Troxell:
• Noted Mayor Pro Tem Cunniff and he attended the Platte River Power Authority Board Meeting on
March 25 wherein the Board conducted evaluations of the CEO and General Counsel. The next Board
meeting is April 29 and if there is a seated Mayor, Wade Troxell will step down from PRPA Board and
Dave Hornbacher, Vice Chair, would run the meeting.
• Met new Poudre Fire Authority Chief Derek Bergsten.
• Talked with a local restauranteur about keeping city streets open for outdoor dining, with specific focus
on keeping them open throughout the summer season. City staff will follow up with a written update
Council Packet memo.
o The Declaration of Local Emergency is the basis for the patio dining allowances. It was noted
that if ongoing change is desired, it would have to be discussed in light of the status of the
emergency declaration. The Mayor noted this should be considered in collaboration with
DDA/DBA.
• Attended a Bloomberg What Works City on-site visit regarding how the City of Fort Collins uses data.
