Bottom Line The Broadcom permit revision request represents mostly administrative changes and specific revisions to certain permit conditions. The permit revisions are not an indication of changes to production levels and will not increase already approved air emissions limits. Background Broadcom has applied to the CDPHE for an air permit modification that involves production changes and changes in emissions controls. The proposed modification includes an update to RACT (Reasonably Available Control Technology) that is required on existing sources in areas that are not meeting national ambient air quality standards (i.e. Denver Metro/North Front Range area "serious" nonattainment for ozone). This air permit revision represents mostly administrative changes and specific revisions to certain permit conditions. Staff confirmed with Broadcom that there is no change to approved air emission limits. This permitting action is subject to public comment between February 25 March 27, 2021. CDPHE is recommending approval of the modification request. This air permitting action does not address greenhouse gas (GHG) emissions. Regarding GHG emissions levels, Broadcom has been installing abatement devices of their own volition to mitigate GHG emissions of fluorinated gasses since 2011 and is committed to continuing to install them. Broadcom is a member of the Environmental Leadership program and commits annually to various environmentally driven projects. This year Broadcom is working with CDPHE, as one of many industrial stakeholders, as CDPHE develops plans to implement HB1261 to address greenhouse gasses at the state level. Broadcom is considered a non-energy intensive trade industry by CDPHE. City staff and Broadcom will continue to have ongoing meetings on the topic of greenhouse gas reduction efforts.
