Staff began by presenting the history and context of the project, including how the project aligns with the Strategic Plan and how the work will be grounded in the values set forth by CityPlan. Staff presented the components of the East Mulberry project, including the update to the East Mulberry Plan, the Financial Analysis, and Implementation. Staff also shared details about the financial model for potential annexation phasing and the community engagement plan for the update to the East Mulberry Plan. Staff presenters included Caryn Champine, Travis Storin and Sylvia Tatman-Burruss. All Council Members were present over Zoom, except Council Member Summers. General direction and discussions from the work session included: Update to the East Mulberry Plan and Annexation Phasing General support was expressed to move forward with the proposed community engagement plan with a focus on community building. Discussion regarding service demands in the area (Police, Fire, Utilities, etc.) and how to integrate the area into the broader Fort Collins community. Discussion regarding benefits of annexation for business owners and residents, including infrastructure improvements, City services, and Utilities. Next Steps Community engagement is planned to begin in late April 2021 with a Q&A panel discussion with City staff, followed by a deep-dive into Existing Conditions. Staff will send regular updates to City Council via memo on the progress of the plan. Staff plans to return to City Council in the fall for a Work Session prior to plan adoption.
