RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all
by video-conference call) met on Monday, March 15, and the following summarizes the discussions that began
at 7:35 a.m.
March 16, 2021 Regular Meeting:
Agenda items for the meeting were reviewed.
• This Council meeting will be remote. Public participation for the meeting will be available in three ways:
by phone, online through Zoom and by email.
• Post-Fire Watershed Restoration – This item appropriates additional revenues already received by the
Utilities. Efforts are underway to obtain state and federal funding that might be available to assist with
this. Additional information related to these efforts will be provided at next week’s utilities work
session.
• Electric Utilities Customer Payment Assistance – This item appropriates a one-time cash distribution
from Platte River Power Authority to be used to cover utility delinquencies. This item as presented
includes Connexion delinquencies as part of the assistance program. Mayor Pro Tem Cunniff plans to
highlight this as part of Consent Calendar follow up in case Council wants to discuss this aspect of the
Ordinance further.
• Our Climate Future Plan – Mayor Pro Tem Cunniff noted his interest in pulling this item from consent to
discuss some proposed changes to the Resolution in response to public input. The first would be to
change the review period to 2022 from 2024. The second would be to include an expressed desire for
Broadcom to find further reductions. Staff is asked to provide an alternate version of the Resolution for
discussion. Rather than move this item to the beginning of discussion, the agenda will be revised to
move this item from consent to the end of the discussion agenda.
• Master Lease Agreement with Crown Castle USA for Small Wireless Communication Equipment – Staff is
working with the vendor on a few recommended changes to this agreement. Therefore, the item is
being withdrawn from the agenda.

• Street Renaming to Windward Way – This renaming is recommended to assist in wayfinding for
emergency services by allowing a proper sequence of assigned addresses. Currently, the street is a big
“U” and has the same name for two different directional segments of the street. This item changes the
name for the north/south stretch of the street.
• Staff Report: Utility Bill Delinquencies – This will be a 10-minute report giving Council an update on this
item. It was suggested that late payment information related to Connexion also be included. If it
becomes evident that Council wants to have a more in-depth conversation about this topic, a work
session item will be scheduled.
• 738 Campfire Appeal – The site visit scheduled for today will be canceled due to the snow. This should
not impact the appeal since this is not a requirement of the process. Staff is asked to notify
Councilmembers and other parties about this.
• Appropriation to Support Initial Implementation of Disposable Bags – There has been a concern raised
that this item should be better publicized for transparency sake. There was discussion about what could
be done to increase transparency consistent with the Fair Campaign Practices Act. Staff is working to
accommodate the request in allowable ways. Improvements to City website search functions was noted
as something that would really help in this regard, and staff will provide an update on changes made to
improve search results online for this subject.
• Other Business – Council will consider a motion to cancel the April 6 meeting due to the election and a
motion to adjourn the March 16 meeting to March 23 to accommodate consideration of any items the
Council cannot get to as part of the March 16 agenda, as well as the Mulberry Metropolitan District
Public Benefits Agreement and the Tourism Improvement District.
6-Month Calendar:
• March 23:
o A staff report on water quality and coordination of federal, state and local funds for fire-related
watershed restoration will be added to the work session items.
• April 20:
o City Attorney Daggett noted that the Board and Commission item being heard tomorrow night
includes a Code change that will make the website the official place of posting meeting notices
for board and commission meetings rather than having the official notice physically posted at
City Hall. An ordinance making similar changes for Council meeting notices is expected to come
forward for first reading on April 20.
• May 7/8 and May 14/15:
o Both listed as possible dates for the upcoming Council retreat.
• May 25:
o Updates on the Regional Reignite Strategic Plan and the City’s Economic Recovery Plan were
added to the calendar to accompany the Visit Fort Collins Destination Master Plan scheduled for
this evening.

City Clerk Coldiron:
• Noted election activities continue. Several related items were discussed:
o Registration for a new committee, Stand with CSU, was received on March 12, 2021. The
purpose of the Committee is to oppose the ballot measure about the Hughes property.
o Election signs in the right-of-way – City Manager Atteberry noted he has been receiving
complaints from campaigns on how the City is enforcing placement of election signs. Staff will
prepare a memo that will provide a summary of the requirements related to temporary signs
and the process for enforcement. It will go out to current candidates and be posted on the
website as an FAQ.
o Noted that ballots are expected to go out this Friday, March 19th. It is uncertain how the
snowstorm has impacted the ballot printing company and whether there will be delays. Ballots
can be mailed as late as March 22, 2021 if needed.
o Noted voters are able to register up to and including election day, April 6. Each voter who
registers must have resided within the Fort Collins city limits for at least 22 days prior to the
election, and meet all other voter registration requirements, to be eligible to vote.
• These are summaries of Council follow up requests from recent Other Business discussions:
o February 16, 2021:
Leadership Planning Team to discuss scheduling of a Council item around a legal defense
fund for immigrants.
Staff to provide an examination of the impact of historic preservation requirements on
affordable housing. Information could be added to the Housing Strategic Plan.
Staff to provide clarification on the types of memos Council receives from staff. The
following types were noted:
• For your information;
• Indication that staff is moving forward with an action; and
• Request for additional clarity from Council.
o March 2, 2021:
Request for staff to provide more detail on the $28M that may come to Fort Collins as
part of the American Recovery Act.

Deputy City Manager Stannert:
• Noted that there is discussion occurring on whether the Wasteshed Policy Advisory Committee will
postpone a planned retreat from April to July. The Mayor and Mayor Pro Tem both noted a preference
for the retreat to move forward in April. Concerns were shared about the expanded scope and resulting
higher costs that are being realized with the landfill project, as well as project delays. There was
discussion about new appointments to this Committee; the new Council will do this.
• Noted that Broadcom has applied for an administrative air emissions permit modification. Broadcom’s
air emissions permit limits will not increase as a result of the requested permit change. Staff will
prepare a memo for next Thursday’s packet that will provide more information.
City Manager Atteberry:
• Reported on current snow removal efforts. Arterials are clear and staff is making progress on collectors.
Residential streets will be a challenge due to the height of the windrows that would be left behind that
would block driveways. Strategies for snow removal on residential streets are being considered.
Transfort is closed today due to the lack of access to bus stops due to the snow and fallen branches.
Poudre School District is on spring break this week, so school routes are not being plowed as part of
initial efforts. A decision on whether the City will assist with tree limb pick up is expected soon.
Forestry staff has been moved over to assist with street plowing, delaying a tree limb assessment. Staff
is asked to provide Council with data on the cost of the last City funded branch clean up. Information
about what was done for the 2003 storm should also be provided.
• Noted he met with Colorado State University (CSU) President, Joyce McConnell, about the CSU activities
that are occurring with the Jewish community. He also noted that CSU is in the process of hiring a Vice
President of Equity. He is excited, as the City and CSU move forward as durable partners, about the
work they will do in the equity space.
• Noted he received a response from Larimer County Manager Linda Hoffman on signs. The County is
now in the process of updating its Sign Code. One of the goals is to align County sign standards with City
standards in the Growth Management Area. With regard to billboards, Ms. Hoffman noted that the one
located on Mulberry Street was permitted because it meets the County Code requirements for size,
setbacks, and materials. It is currently allowed by right and was approved administratively.
• Noted the Water Storage Action Committee is likely to make a recommendation about water
restrictions for 2021 due to the uncertainty around the Cameron Peak Wildfire and related wasteshed
water quality issues, and due to 2021 being projected to be hot and dry. The Water Board will be
considering the Committee’s recommendation at their meeting on March 18.
On a related note, City Manager Atteberry stated that the snow accumulation at Cameron Pass was 25”.
• Noted the memo that was sent to Council on March 4 regarding Republic’s request to delay business
recycling efforts. Staff will not bring action forward to Council unless Councilmembers give direction at
a Council meeting that there is interest in doing this.

Mayor Pro Tem Cunniff:
• Asked about whether there was an action plan for the pending sale of the Hickory Mobile Home Park?
There was also a question about whether there were policy items that remain outstanding related to
mobile home parks. City Attorney Daggett noted that this park was rezoned last year as part of the
recent efforts to implement the new Manufactured Housing Zone. Staff is working to develop plans to
help residents if they are interested in moving forward to acquire the site. There was discussion about
the relocation policy that was established to assist residents of mobile home parks that were being
displaced and it was noted that in this instance the park is not being closed but rather sold, so there is
not a relocation issue at this stage.
There was discussion about the HOA-type items that need to be addressed in mobile home parks such
as tree trimming. Staff noted that a position was funded, and recently filled, to administer this. Related
updates will be provided as information becomes available. If Council is interested in additional policy
work related to manufactured homes, this should be brought up under other business at a regular
Council meeting.
The importance of clarifying takeaways from work sessions was briefly discussed. There was a question
about Council’s options if a work session summary does not include an action-item desired. This should
be an item of discussion for the new Council.
• Asked about the emergency congregate shelter and whether the damage at the Murphy Center
impacted shelter efforts? Deputy City Manager Stannert reported that staff was able to secure
partnerships ahead of the snowstorm that enabled them to accommodate those who needed shelter
and to move individuals as a result of the vandalism. Thursday night, and through the duration of the
storm, room was available at Catholic Charities and Blue Spruce. The Westminster Presbyterian Church
was also involved in providing capacity. The Murphy Center is expected to be available tomorrow. The
person believed to be the perpetrator who vandalized the Center was apprehended.
There was a question about whether people were able to get to the shelters due to the significant
snowfall. Staff is asked to follow up.
• Noted he will be testifying at the General Assembly State Affairs Committee meeting tomorrow about
our email transparency request. He added that the Colorado Municipal League is supporting this in
addition to the City.
Mayor Troxell:
• Noted last week he attended a charette at the airport on the design of the terminal. It is slated to be a
LEED Gold building.
• Noted the airport Request for Information (RFI) came back with several potential public/private partner
elements. He added that information was provided by Nina Bodenhamer on what it would cost to do a
capital campaign in conjunction with the public/private partnerships.
