The purpose of this memo is to follow-up on an inquiry from Councilmember Cunniff at the
February 22 Council Finance Committee meeting regarding the funding source for an additional
The inquiry pertains to a February 18,
2021 memo to Council summarizing the new position (attached).
The estimated annualized cost in 2022 and beyond is $152,000 and will be incorporated into

Staff has identified specific savings opportunities within existing Council-authorized General
Fund appropriations in order to offset the added cost of the position. Excluding transfers, through
February the General Fund is $1.9M or 9% under its expenditure budget. Of this amount, $117K
is driven by personnel savings over and above the hiring freeze and other vacancies within
positions resourced by the General Fund. Staff intends for this YTD savings amount, projected to
increase as the year progresses, be used to fund the new position within CAO.
