Bottom Line The City of Fort Collins has posted links to previously published information about the bag ordinance ballot item that Fort Collins voters will decide at the April 6, 2021 election to these two Web pages: Plastics OurCity page (https://ourcity.fcgov.com/plastics) City Recycling Web page (https://www.fcgov.com/recycling/) Background On February 16, 2021 Fort Collins City Council approved Second Reading of Ordinance No. 026, 2021, Amending Chapter 12 of the Code of the City of Fort Collins to Establish Regulations Regarding Disposable Bags and Mitigation of Other Sources of Single Use Plastic Pollution. In summary, Ordinance 026-2021 bans distribution of disposable plastic bags by large grocers to customers at point-of sale and imposes a $0.12 fee on disposable paper bags distributed by large grocers to customers at point-of sale, and includes a low income exemption for the bag fee. If approved by Fort Collins voters, it would take effect May 1, 2022. On February 16, 2021, Fort Collins City Council also approved Resolution 2021-023, referring the Bag Ordinance to a vote of the registered electors of the City at the next regular Municipal election on April 6, 2021. On March 2, 2021,City Council also passed first reading of Ordinance No. 027, 2021, that approves an off-cycle funding request of $87,500, contingent on the outcome of the April 6, 2021, election, to support initial implementation of the Bag Ordinance. Second reading is scheduled for March 16, 2021. Requests have been received from one or more Councilmembers to provide information about the Ordinance 026-2021, the bag ordinance ballot item coming before the Fort Collins voters on April 6, 2021. The posting and distribution of information is limited by the Colorado Fair Campaign Practices Act, and staff has worked to identify appropriate ways to assist the public in finding related background information on the website.
