RE: Proposed American Rescue Plan
The purpose of this memorandum is to inform Mayor and City Council on the proposed American Rescue Plan,
specifically the allocation for state and local aid.
Background:
The House passed the bill on Saturday, February 27, 2021, and the bill is anticipated to go through the budget
in the Senate. This process allows legislation to pass with a simple majority vote in the Senate.
The bill is being discussed at the Senate now with an anticipated approval no later than March 14, 2021, due to
expanded federal unemployment benefits ending on that date.
Within the current $1.9 trillion package, $350 billion is set aside for state and local governments, territories and
tribes. Staff are continuing to monitor the changes and await U.S. Treasury guidance. Initial information states the
funds would be permitted for the following:
Only to respond to or mitigate the COVID-19 emergency or its negative economic impacts;
To cover costs incurred as a result of the emergency;
To replace revenue lost, delayed, or decreased as a result of the emergency; or to
Address the negative economic impacts of the emergency.
Early analysis shows the City of Fort Collins is estimated to receive between $25.5M - $28M (per information

Next Steps:
Staff is currently evaluating lessons learned from the CARES Coronavirus Relief Fund and anticipate implementing
these process improvements into any potential future funding. Although it is anticipated the American Rescue
Plan will pass within the next few weeks, staff does not anticipate U.S. Treasury guidance and funds being available
until Q2-2021. After review and evaluation of guidance, staff will work with the Recovery Executive Team to
develop a framework for disbursement of the funds to be brought forward for Council discussion.
