RE: North College Manufactured Housing Community Rezoning
The purpose of this memo is to provide an update on proposed timing of rezoning efforts for the
North College Manufactured Housing Community (MHC).
Background
Last year, the City completed the rezoning of six manufactured housing communities to the new
Manufactured Housing zone district in an effort to help preserve this unique and affordable type
of housing.
In late 2020, staff indicated there were also plans in early 2021 to rezone the portions of the
North College MHC which are presently located in the Low Density Mixed-Use Neighborhood
(LMN) zone district to the Manufactured Housing (MH) zone district.
2021 Rezoning Timing
Staff is proposing to begin the rezoning process for the North College MHC later this spring to
better align with the potential for more favorable engagement and outreach conditions that can
accommodate outdoor, socially-distanced interaction, as well as coordination with other
upcoming City-led manufactured housing efforts.
The North College MHC is a senior community, and last year staff had more difficulty reaching
and communicating information to residents of the North College MHC as many do not have
easy access to the internet or other remote engagement opportunities. More favorable
conditions for outreach with this specific community may be possible over the next several
months as vaccinations increase, and the trend for a reduction in the state s COVID-19
dial/safety system progresses.
In addition, Neighborhood Services is planning to facilitate the creation of a new senior
manufactured housing association. This new group is designed to build resident
capacity and understanding around manufactured housing issues and would provide another
avenue for North College community residents to learn about and participate more fully in the
upcoming rezoning process.
