HomeMy WebLinkAboutMinutes - Read Before Packet - 2/2/2021 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - February 1, 2021 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: February 1, 2021 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, February 1, and the following summarizes the discussions that began at 7:32 a.m. February 2, 2021 Regular Meeting: Agenda items for the meeting were reviewed. • This Council meeting will be remote. Public participation for the meeting will be available in three ways: by phone, online through Zoom and by email. • Extending the Contract for the Fort Collins Convention and Visitor’s Bureau – A request for proposal (RFP) is done every five years for these services. An extension is being requested for this year due to complications related to COVID. An RFP is planned for this item next year. • Staff Report: Remington Street Project – This is a good news item and will include a report out on a completed $3M project that improved stormwater infrastructure to alleviate future flooding in the Prospect/College area. • Council Appointments to Various Boards, Commissions and Committees – This item will include the remaining appointments resulting from former Mayor Pro Tem Stephens’ resignation from Council due to her election as a Larimer County Commissioner, as well as an appointment to the Poudre Heritage Alliance due to a resignation by Councilmember Gutowsky related to this assignment. There has been discussion about moving the Northern College Urban Renewal Ad Hoc Committee to the Urban Renewal Authority. Accordingly, selection of an alternate for this Committee will be removed from this item. City Clerk Coldiron will send an email today providing an update of the list of possible appointments. An alternate for the Ethics Review Board and Council Futures Committee are still needed. • Plastic Pollution – It is anticipated that there will be a fair amount of public comment related to this item. It was noted that State lawmakers will likely be discussing items related to plastic pollution during their Spring session. Options including a full ban on plastic bags at the point of service and a state-wide recycling program are expected to be discussed. Removing any preemption is also likely to be discussed. Council will be voting on banning single use plastic bags at the point of sale, as well as adding a fee for paper bags, for grocery stores that have 10,000 square feet of retail space or more. The effective date will be 2022. Staff should be prepared to list the local stores that would be affected by this action. Leadership Planning Team Meeting February 1, 2021 Page 2 of 5 6-Month Calendar: • February 1, 2021: State of the City Address. The Mayor plans to introduce all Councilmembers and to make a thank you statement regarding former Mayor Pro Tem Kristin Stephens. He noted his thanks for all staff who have been involved in making this happen. • February 16, 2021: o Hughes Stadium ballot language – Staff is optimistic that we will have some indication soon from the Judge in the declaratory judgment action as to the outcome of the pending case. Staff expects to have the outcome in time to have something ready for Council’s review by February 16, as scheduled. Mayor Pro Tem Cunniff noted that under other business tomorrow night he may ask for Council support to bring forward a resolution for Council to consider that would direct further efforts to acquire the Hughes property if that part of the initiative will not be going forward. • March 9, 2021: o E-Scooter/Bike Share Annual Report was added to the calendar (moved from March 16). • March 16, 2021: o Mulberry Metropolitan District Benefits Agreement – There was a question about whether this came in prior to the moratorium; yes. This is a revision of an already existing service plan to add land that has been annexed to the metro district area, as required in the service plan. Staff is asked to provide a memo summarizing the amendments that Council has requested in connection with consideration of the metro district policy revisions. • June 8, 2021: o Water Utility Overview was added to the calendar (moved from April 27). This was done to sync quarterly broadband and other utility reports. City Clerk Coldiron: • Noted the class for potential Council candidates went well; 25 people attended the Zoom meeting. The class has been posted on the April 6, 2021 Candidate Guidelines page. A list of frequently asked questions is being developed and will be sent to all class participants and posted to the web. Mayor Pro Tem Cunniff noted he received some comments about participants’ surprise that there was nothing in City code that prohibited contributions from individuals under 18 years of age and that leaving materials on properties without contacting the occupant was prohibited under City Code. City Attorney Daggett clarified that the limit on leaving materials is addressed not in the solicitation ordinance but in a provision specifically about posting handbills. Leadership Planning Team Meeting February 1, 2021 Page 3 of 5 • One additional filing was received for Council candidates since last week. Unofficial Candidates as of February 1, 2021 include: Mayor: o Jeni James Arndt o Gerry Horak o Molly Skold Councilmember District 1 o Susan Gutowsky o Nick Armstrong – NEW  It was noted that Mr. Armstrong would have to resign as a member of the Boxelder Sanitation District Board should he be elected. Councilmember District 3 o Tricia Canonico o Gavin Kaszynski Councilmember District 4 (two-year term to fill vacancy) o Jessica Dyrdahl o Erin Hottenstein o Shirley Peel o Melanie Potyondy o Sidna Rachid Councilmember District 5 o Kelly Ohlson o Jeff Hansen • Campaign Complaints: o Two complaints were received from Mike Pruznik against Susan Gutowsky. Both have been forwarded to the City Attorney to determine whether the complaint alleges facts that could constitute a violation and/or if follow up is needed. Based on the changes Council made to the City Code regarding campaign complaints and related enforcement, the subject of a complaint will have seven days from the date of the initial legal determination to make corrections and attempt to cure the alleged violation. Deputy City Manager DiMartino: • Noted a staff team is working to develop ideas for the Mayor’s Challenge Bloomberg grant. They will engage One Health as a potential partner. Updates will be provided as they become available. • Noted a list of all items approved during the COVID emergency period, together with a status of those actions and recommendations from staff on any changes that may be necessary will be included as a memo in Thursday’s packet. Leadership Planning Team Meeting February 1, 2021 Page 4 of 5 • Participated in a webinar that Betty Aragon organized where she showed a movie that focused on the impact of COVID to LatinX communities. 200 people participated. The movie was a series of interviews with local residents. A key takeaway was how hard it is for undocumented community members to get resources. The event included two asks: 1) That participants lobby Council to support funding for low- cost and pro-bono legal services for immigrants and 2) Requests for donations for the Hand that Feeds sculpture for Sugar Beet Park. City Attorney Daggett: • Noted the Ethics Review Board met on Friday to start the process of providing an advisory opinion in response to the request submitted by Councilmember Potyondy. Her inquiry requests guidance about potential conflicts arising from either her husband’s employment as an assistant city attorney or her employment with the Poudre School District. Doug Marek, the Greeley City Attorney, will be working with City Attorney Daggett to draft the advisory opinion. The Ethics Review Board will review this draft at its February 12 meeting. A related resolution will move forward for Council approval, likely on February 16 and/or at an adjourned meeting on February 23. City Manager Atteberry: • Noted the natural area along Ziegler Road north of Horsetooth Road where bald eagles have been perching in trees. He encouraged people to go out and observe them. • Noted several upcoming retirements have been announced, including John Stokes, Mark Sears, and Lucinda Smith. • Noted a meeting he had with Rabbi Gorelik and others about anti-Semitism. They are pleased that the City is creating an equity office. City Manager Atteberry plans to reach out to Colorado State University President Joyce McConnell and Poudre School District Interim Superintendent Todd Lambert to share more about what he heard. The Mayor noted the City’s Human Relations Commission and its related work in this space. • Noted recruitment is going well for the new Poudre Fire Authority Chief. The first-round semi-finalist profiles have been provided and include many outstanding candidates. A new chief is expected to be in place by May 2021. Mayor Pro Tem Cunniff: • Noted he had a community member asking him about a variety of City code regulations related to marijuana business advertising. The community member is interested in utilizing a billboard for signage. Staff will review related Code provisions and report back. On a separate note, the Mayor noted a new monument sign at the corner of Boardwalk and College for the First National Bank. He stated that the pause time was 6 seconds and there were more than two colors being utilized. Staff will review and report back. Leadership Planning Team Meeting February 1, 2021 Page 5 of 5 • Asked about whether Larimer County Health Director Tom Gonzales was recommending any local changes related to COVID based on Governor Polis’ recently announced planned actions, and what input might be appropriate in response to an inquiry from Colorado Municipal League. Staff is asked to follow up. Mayor Troxell: • Participated in a Homeward 2020 meeting a week ago. Staff provided a report out of Homeward 2020 activities over the past 10 years. • Participated in a Cheddar TV interview regarding drones and communities. • Asked about the opioid conversations that occurred last week. City Attorney Daggett answered that the group continued discussing regional governance issues. More information will be provided as the discussions proceed. • Participated in a National League of Cities Unmanned Air Mobility Integration Advisory Forum that included a ConOps 3.0 review and discussion with the Federal Aviation Administration (FAA) as it relates to rule making for local municipalities. For now, the FAA is not deviating from its position that cities do not have jurisdiction in air space. Meeting adjourned at 9:05 a.m.
