HomeMy WebLinkAboutMinutes - Read Before Packet - 1/12/2021 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - January 11, 2021 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 11, 2021 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, January 11, and the following summarizes the discussions that began at 7:31 a.m. January 12 Special Meeting and Work Session: Agenda items for both meetings were reviewed. • This Council meeting will be remote. Public participation for the meeting will be available in three ways: by phone, online through Zoom and by email. • Small Business Relief Program – Staff plans to provide a short presentation that will set context for this item. Information about how disbursements have been going in the community should be mentioned with more detailed backup information available if Council wishes to discuss further. • District 4 Vacancy – The process for selecting the District 4 appointee will include: o Public comment. o General discussion amongst Councilmembers regarding the applicants. o Motion to adopt the Resolution with blank to be filled in. o Motion voting on amendment to fill in the blank.  This process will occur until a majority of Council has approved a candidate name. o Vote on the Resolution with blank filled in. • Plastic Pollution Ballot Measure – Staff plans to provide a short presentation followed by Council discussion. • The work session item on Visit Fort Collins Destination Master Plan and Tourism Improvement District was rescheduled to February 23, 2021 to allow for additional work and public engagement. January 19 Regular Meeting: Proposed agenda items for the meeting were reviewed. • Oath of Office – This will be given to the new Councilmember at the start of the meeting. It was suggested that this be done in person in Council Chambers with the Mayor, City Manager, City Clerk and newly appointed Councilmember. Leadership Planning Team Meeting January 11, 2021 Page 2 of 7 • Community reports – There will be two community reports given: o Treasurer & Public Trustee Report from Irene Josey, Larimer County Treasurer. o COVID update from Tom Gonzalez, Larimer County Director of Public Health. • Conveyance to the Colorado Department of Transportation various property interests for right-of-way for Interstate 25 and related facilities – Staff is working on follow up information that will be provided as part of Thursday’s packet. Council was interested in seeing follow up information about: o Whether the port of entry could be relocated and whether alternative sites had been explored; o Related costs and other items where the Land Conservation Stewardship Board was not in agreement; and o Whether the City could have influence on the overall design to ensure a certain level of standard was met, especially as it relates to the viewsheds to the west. On a related note, the Mayor asked about whether the port of entry could include landscaping and horizontal stone similar to what was done at the I-25/Highway 392 Interchange. • Conveyance of a drainage easement for the New Veterans’ Affairs Clinic – This item is needed to alter some of the water flows. The new clinic is approximately 75,000 square feet and will be located on a portion of Martin Lind’s property near the Northern Colorado Regional Airport, just north of the Western Area Power Administration building. • Conveyance of an easement for remediation activities on Cathy Fromme Prairie – This item authorizes the City Manager to approve a future easement related to this if one is needed and includes the specific conditions that were negotiated and included in the Intergovernmental Agreement about the Landfill Corrective Measures. It was noted that City staff and the Land Conservation Stewardship Board should be involved as any proposal moves forward. • Financial Management Policy – This item includes routine kinds of changes that have been reviewed and supported by the Council Finance Committee. • Board and Commission Appointments – This item includes appointments for the Golf Board and the Planning & Zoning Board. Related to the Planning & Zoning Board, there was discussion about the need for additional training, especially since the Board has both the role of advising Council related to policy items and the role of making decisions on quasi-judicial items. Training for the Board is expected during the first quarter of 2021. Additionally, there was discussion of an idea for a proposed Code Change that would clarify that if board members participate in neighborhood meetings on a specific project, they cannot then be part of the decision-making process for that project. Mayor Pro Tem Cunniff plans to meet with the Board chair to provide additional guidance and information. • Opioid Team – A Resolution will move forward that appoints Mayor Troxell as a member to this stakeholder working group. The Mayor noted his appreciation for City Attorney Daggett on her participation in these efforts. Leadership Planning Team Meeting January 11, 2021 Page 3 of 7 • Whitewater Park Update – This is a good news item that is expected to focus on how things have been going and lessons we have learned. There was a question about whether any changes are scheduled. Staff’s recommendation is to wait until we get through another season before any changes are recommended and/or made. Staff is asked to provide information on the overall status of the health of the river as part of this update, especially as it relates to impacts the park has had related to river health and whether camping and homelessness activities have increased. 6-Month Calendar: • February 2, 2021: o Staff Report: Remington Stormwater Project was added to the calendar (moved from January 19). • February 16, 2021: o Hughes Ballot Item will be added to the calendar. • February 23, 2021: o Visit Fort Collins Destination Master Plan and Tourism Improvement District will be added to the calendar (moved from January 12). • March 2, 2021: o Metro District Policy Amendment Adoption was added to the calendar. • March 9, 2021: o Exterior Lighting Code Changes was added to the calendar. • May 4, 2021: o Staff Report: Nature in the City 5-Year Update was added to the calendar. • Other: o There is interest in a mid-course update on homelessness and the related services that are being provided. Staff will follow up. The City Manager has been reaching out to business owners in north Fort Collins and is not hearing any major complaints regarding the Food Bank site. Things seem to be going well. It was noted that there does not seem to be the same level of intensity in other parts of the community related to this as there has been in the past. o There is interest in scheduling dedicated utility updates outside of the regular Council schedule. Each would include an update on Connexion plus an additional utility, i.e., Connexion + Stormwater, etc. The work sessions would be scheduled every other month, perhaps on the third Wednesday or an alternative date that works. Leadership Planning Team Meeting January 11, 2021 Page 4 of 7 City Clerk Coldiron: • Noted she plans to highlight Other Business requests discussed at regular Council meetings in the Leadership Planning Team notes the following week. This is in response to Councilmembers’ requests for Other Business accountability, discussed at the December 1, 2020 meeting. Other Business items from the January 5, 2021 meeting included: o Preparation of an Eviction Response Plan. o Preparation of an Equity and Inclusion Memo that includes:  Highlights of the work being done related to this and associated timeframes; and  A list of related vocabulary and definitions. The memo was requested prior to the upcoming Community Impact Ad-Hoc Committee meeting that is scheduled for the last part of January. o Preparation of a City Facilities Rental Memo that includes:  How many City properties are being rented;  Whether rental rates are proposed to increase;  Related rental policies;  Options for Council to consider such as suspending rent for some time; and  Information on maintenance and upgrades for these properties related to who covers the cost and any City policies related to this. • Noted staff is working on a class for individuals who are interested in running for Council and/or prospective members of their campaign committees. The class will cover all items contained within the Candidate Guidelines. The class will be done in Zoom format and is anticipated to be given on Monday, January 25, 2021, at 6:00 p.m. The class will include time for questions and answers and will be recorded and placed on the Elections website for others who are interested in viewing. • No additional filings were received for Council candidates since last week’s meeting. (Update: One new application was received today after the Leadership Planning Team meeting.) Unofficial Candidates as of January 11, 2021 include: Mayor: o Jeni James Arndt o Gerry Horak Councilmember District 1 o Susan Gutowsky Councilmember District 3 o Tricia Canonico o Gavin Kaszynski - NEW Leadership Planning Team Meeting January 11, 2021 Page 5 of 7 Councilmember District 4 (two-year term to fill vacancy) o Jessica Dyrdahl o Erin Hottenstein o Shirley Peel o Melanie Potyondy o Sidna Rachid o Bill Wright Councilmember District 5 o Kelly Ohlson Deputy City Manager DiMartino: • Noted that it will take a couple weeks to pull together information on an eviction response plan. When complete, this will be included in a Thursday packet. • Noted she reviewed several 2018 budget work sessions related to the landmark preservation survey item to understand expectations and confirm the offer had met its intended outcome. City Attorney Daggett: • Noted the City’s Motion to Dismiss the lawsuit challenging the City’s face covering policy will be fully briefed and ready for court review soon. • Noted staff will report to Council in advance of the February 16 Council meeting, and a resolution updating or modifying the ballot title and submittal clause for the Hughes Stadium Property citizen initiative will be presented. Specific details will depend on the status and outcome of the pending declaratory judgment action. City Manager Atteberry: • Noted the new Deputy City Manager, Kyle Stannert, will be starting two weeks from today. • Noted Bob Adams, Director of Recreation, has resigned. Aaron Harris is acting as Interim Director. • Noted there is a Futures Committee meeting scheduled for today at 4:00 p.m., where Jonathon Rose, President of Jonathon Rose Companies, will be talking about the future of housing and communities of opportunity. He is the author of a book entitled The Well Tempered City that discovers what modern science, ancient civilizations and human nature teach us about urban life and its future. He comes from a systems thinking approach and delves in to how certain things can be operationalized. All Councilmembers were encouraged to participate. • Noted an entity has approached the City about the opportunity for leasing fiber for 5G purposes. More details will be provided as they become available. Leadership Planning Team Meeting January 11, 2021 Page 6 of 7 On a separate note, the new tower project near Drake and Rolland Moore was discussed. This project was approved. There was a question about whether Platte River Power Authority (PRPA) policy could be modified to potentially allow a tower to be added to the side of an already existing PRPA tower to avoid separate towers being added around the city. As long as this has no impact on electric transmission activities, this might be an option. Staff is asked to follow up. Mayor Pro Tem Cunniff: • Noted he and Councilmember Summers met with representatives from ASCSU. Their discussion included: o Having opportunities for ASCSU to have ex-officio members on non-decision-making City boards and commissions; o Having an ombudsman for renters who could help provide conflict resolution between renters and landlords; o Changing rules related to extra occupancy rental units so that renters could apply (with the permission of the property owner) and pay the associated fees; o The possibility of Council bringing forward a ballot initiative related to U+2. The Mayor noted this should be part of the affordable housing conversation that is occurring with the Housing Ad- Hoc Committee. As part of this, the group also talked about:  Utilizing the City/CSU Liaison to help with this; and  Rental registration to help guarantee health and safety related to properties. o Continuity of membership on ASCSU to help continue moving issues forward. This was another area the City/CSU Liaison was mentioned to help ensure this happens. • Noted Councilmember Gutowsky is interested in resigning her liaison assignment to the Poudre Heritage Alliance Board. She should reach out to Mayor Troxell, City Manager Atteberry, and/or City Clerk Coldiron to provide direction related to this. Once received, staff will move forward with a resolution for Council to use to make an alternate appointment. • Noted there is interest in looking at the eligibility requirements related to our CARES funding small business loans. Staff is asked to follow up. Mayor Troxell: • Noted he received a call asking about snow plows during the latest storm. The resident hit a slick spot near Mulberry and Mason which scared her. He was able to discuss winter driving with her and set expectations around City processes related to this. Leadership Planning Team Meeting January 11, 2021 Page 7 of 7 • Noted a donation of land given by Byron Collins through CityGive and the benefits the donative process provides to the City. • Noted that he and Councilmember Gutowsky had also met with ASCSU and discussed generally the same issues outlined by Mayor Pro Tem Cunniff. • Noted an email received about unshoveled sidewalks. This will be turned into an Access Fort Collins case and dealt with accordingly. The City Manager ensured the Leadership Planning Team that staff was enforcing this and noted that unshoveled sidewalks are the number one source of Access Fort Collins cases during the Winter. Weeds make up the highest number of cases in the Summer. • Noted information he has provided to the Music District and others in the community about the opportunity to develop a City song. Staff is following up to determine what level of interest exists and what resources would be required. Meeting adjourned at 10:05 a.m.
