Box 580 Fort Collins, CO 80522.0580 970.221.6376 970.224.6134 - fax Planning, Development & Transportation MEMORANDUM DATE: February 28, 2020 TO: Mayor Troxell and City Councilmembers THRU: Darin Atteberry, City Manager Jeff Mihelich, Deputy City Manager FROM: Caryn Champine, Director of Planning, Development & Transportation Drew Brooks, Director of Transfort and Parking Services Paul Sizemore, FC Moves Senior Manager RE: February 25, 2020 Work Session Summary – Transportation and Mobility Summary: Attendees: Caryn Champine, Drew Brooks, and Paul Sizemore presented information related to City Council’s priority around mobility and transportation. All Councilmembers were present for the discussion. Questions to Council:  In what mobility area(s) should the City prioritize or invest? Key Discussion Points:  Bus rapid transit and other high frequency service is a good solution for community mobility; the City should be working to reduce the barriers preventing access to transit  Shifting culture around the use of multimodal options will be important to success  Staff should be thinking proactively about the future of drones and how they fit into the transportation picture  It will be necessary to do additional work around finding a sustainable funding mechanism for transit such as sales tax or other funding options  Staff should continue to work with the Metropolitan Planning Organization (MPO) and other regional partners towards regional solutions  Opportunities exist to increase partnerships with Poudre School District for both school zone safety and transit services  Colorado State University is another important partner with great potential due to the impact of student drivers  Many of the staff priorities are indeed important- none of them should be neglected  Continued improvement of the multimodal network (like sidewalks and the low stress bike network) is important to increasing the number of people using these modes DocuSign Envelope ID: 2C4F7415-E040-4688-A17D-BD21A2963521  Ongoing work will be required to ensure technology and system compatibility for electric vehicles and Smart Cities  Vision Zero is a high priority for Council, and the City should be deliberate with language around it Next Steps  A sustainable transit financing mechanism is needed o Staff will work to develop options and to determine what public engagement looks like o Council Finance Committee can be a resource in this work  Staff will continue to work on implementing City Plan, the Transit Master Plan, and associated plans  Staff will continue to focus on safety in school zones and pursue additional collaboration with Poudre School District including working to better understand the potential of combining elements of the bus systems  Staff will work on identifying and overcoming barriers to transit ridership and achieving culture change around multimodal transportation DocuSign Envelope ID: 2C4F7415-E040-4688-A17D-BD21A2963521
