All Councilmembers were present. w w w w w a 92 M-al P =90 General Feedback: • General support for proposed approach to Master Plan update • Appreciate the focus on Council priorities — Equity & Inclusion; Parks Refresh • Important to choose locally relevant metrics in telling the story of Parks and Recreation • Use holistic thinking when considering parks and recreation facilities as elements of the overall public space in our community • Consider equity regarding type of equipment and accessibility 61 Outreach to all segments of the community is important o Would like to see multi-lingual engagement materials o Would like staff to meet people where they are • A focus should be on transportation connectivity between facilities, parks, etc. • Consider flexible play spaces, and equipment for creative play while keeping an eye towards lower O&M and replacement costs • Ensure design proposals are unique to our community and not generic o Seek innovative ideas for synergies that bring energy and excitement to public spaces Define "Parks and Recreation" during the process o Consider best language to provide clarity about what is included Next Steps • Parks and Recreation Master Plan update process will kick off in early November with stakeholder interviews and a statistically valid survey. • Next Work Session scheduled for February 25, 2020. Councilmembers present at the Work Session were Mayor Wade Troxell, Ross Cunniff, Susan Gutowsky, Julie Pignataro, Mayor Pro Tem Kristin Stephens, Emily Gorgol and Ken Summers. Council Comments and General Direction The Council generally indicated support for Scenario D, and the concept of additional mixed -use within the 'gateway', with further investigation of specific elements of a stakeholder -initiated alternative scenario. Elements should include: Potential for limitation of residential uses: Staff is being requested to further investigate potential for reducing residential uses within the floodplain and" due to air quality impacts. Staff will provide research to the Council on both topics when the item comes back for consideration. Design Character: Council reiterated its support for the revised design standards shared at the May Work Session. Staff has been asked to consider a requirement to,upsize, trees as a way to support wildlife. One member expressed concern about the lack of visibility to commercial uses given the dense landscaping proposed along 1-25 and Harmony. Cultural Recreational Uses: Staff was asked for measures to further incorporate cultural and recreational uses within the 'gateway' through, development standards or incentives. Em= Staff will prepare revised land use and design alternatives and Harmony Corridor Standards and Guidelines that will be shared with the community, Planning and Zoning Board, Natural Resource Advisory Board, Land Conservation and Stewardship Board, Water Board and the Transportation Advisory Board prior to returning to City Council for its formal consideration on December 171h . I � 0] " 0 The purpose of the work session was to update Council on community outreach efforts completed to date regarding City Park Improvements, and seek feedback on two master plan options and three options for a phase one construction project. All Councilmembers were present. R M TMT V 9 FRI M M M4 M., • There was considerable discussion about the City Park Train, including: • Whether or not the community still supports locating the train at City Park given several factors, including cost escalation, necessary associated infrastructure improvements needed in an aging park, and additional precautionary measures to fully protect the mature trees • Feasibility of relocating the train to another park • Opportunity to seek additional funding • Recognition of historical significance of City Park train • Some concern about starting a phase one park refresh project without identifiedfunding sources for future phases. • Some support for co -locating children's activities in the core area and providing safe connectivity between the playground, train ride and pool. • General support for co -locating fenced, lighted sports uses together. • Interest in prioritizing basic enhancements such as restrooms and mobility improvements (sidewalks, trail connections, etc). • Question regarding how cyclists going east on Mulberry will connect into the new trail. Summary Preference for Master Plan 2 over Master Plan 1, although more work to be done on gaining community input about inclusion of the train before some Councilmembers would endorse either option. Although some Councilmembers voiced support for the drop-off zone and pedestrian plaza (Project 13), the stronger support was for constructing a new restroom (Project C) in phase one, and improving trail connectivity if the budget allows. Page 1 of 2 Oty of ",,IF6rt Collins Next Steps • Pursue a new restroom (Project C) and associated site improvements. Utilize available Building on Basics (BOB) funds for this project. • If available funding allows, pursue completion of a north/south bike way through the park. • Complete fabrication of the train, then place the train in storage. • Develop strategy and decision process regarding future of train.
